تسعى الدراسة إلى وضع إجراءات مقترحة لتفعيل تطبيق التعليم الإلكتروني في مصر بما يتوافق مع ظروف المجتمع المصري، وذلك من خلال تناول الجهود المبذولة لتطبيق التعليم الإلكتروني في كل من كوريا الجنوبية ومصر من حيث النشأة والتطور، الأهداف، التشريعات والقوانين البنية التحتية، الهيئات والمؤسسات الداعمة لتطبيق التعليم الإلكتروني، والمبادرات والمشاريع الداعمة لتطبيق التعليم الإلكتروني، والمعلم وتطبيق التعليم الإلكتروني، ولتحقيق هذا الهدف تطبق الدراسة المنهج المقارن وفقاً للخطوات التالية: - الخطوة الأولى: الإطار العام للدراسة، ويشمل (مقدمة الدراسة، والمشكلة، وأهمية الدراسة، وأهدافها، ومنهجها، وحدودها، ومصطلحاتها، والدراسات السابقة العربية والأجنبية، وأخيرًا خطوات الدراسة). - الخطوة الثانية: تقديم إطار نظري حول تطبيق التعليم الإلكتروني. - الخطوة الثالثة: دراسة وصفية تحليلية ثقافية لتطبيق التعليم الإلكتروني بالتعليم قبل الجامعي في كوريا الجنوبية. - الخطوة الرابعة: دراسة وصفية تحليلية ثقافية لتطبيق التعليم الإلكتروني بالتعليم قبل الجامعي في مصر. - الخطوة الخامسة: دراسة مقارنة تفسيرية للتعليم الإلكتروني في كل من كوريا الجنوبية ومصر. - الخطوة السادسة: الإجراءات المقترحة لتطبيق التعليم الإلكتروني بالتعليم قبل الجامعي في مصر. وتوصلت الدراسة إلى مجموعة من الإجراءات المقترحة لتطبيق التعليم الإلكتروني بمصر بالإفادة من خبرة كوريا الجنوبية تضمنت الأبعاد التالية: التشريعات والقوانين، البنية التحتية، الهيئات والمؤسسات الداعمة، والمبادرات والمشاريع الداعمة، والمعلم وتطبيق التعليم الإلكتروني.
The study seeks to suggest procedures to activate the application of e-learning in Egypt in line with the conditions of Egyptian society. This is done by addressing the efforts made to implement e-learning in both South Korea and Egypt in terms of its establishment, development, legislation and laws supporting e- learning application, infrastructure, organizations and institutions supporting e-learning application, and initiatives and projects supporting e-learning application. To achieve this goal, the study applies the comparative approach according to the following steps : The first step: the general framework of the study, including (the study's introduction, the problem, the importance of the study, its objectives, its approach, its limits, its terminology, previous Arab and foreign studies, and finally the study steps). The second step: presenting a theoretical framework on the implementation of e- learning. The third step: a descriptive and cultural analysis of e- learning in pre-university education in South Korea. The fourth step: a descriptive, analytical and cultural study of the implementation of e-learning in pre-university education in Egypt. The fifth step: an explanatory comparative study of e- learning in pre-university education in South Korea and Egypt. The Final step: the results and the proposed procedures for developing e-learning in pre-university education in Egypt. The study found a set of proposed procedures for applying e-learning in Egypt, benefiting from the experience of South Korea, which included the following dimensions: legislation and laws, infrastructure, supporting bodies and institutions, initiatives and supporting projects, the teacher and the application of e-learning.
