المستخلص: يستهدف البحث الحالي الوصول إلى تصور مستقبلي لإدارة الاعتماد لمؤسسات التعليم قبل الجامعي في مصر باستخدام تطبيقات الذكاء الاصطناعي، في تنفيذ عمليات: التقويم الذاتي، والمراجعة الخارجية، واتخاذ القرار، واعتمد البحث على المنهج الوصفي، وأسلوب دلفي، وقد تم تطبيق جولات دلفي الثلاث من خلال استمارة استطلاع رأي عدد من الخبراء في الاستخدامات المتوقعة لتطبيقات الذكاء الاصطناعي في إدارة الاعتماد لمؤسسات التعليم قبل الجامعي في مصر. وفي ضوء ما تضمنه البحث من إطار نظري وتحليل وثائقي، وكذا نتائج جولات دلفي اقترح البحث تصورا مستقبليا للاستخدامات المتوقعة لتطبيقات الذكاء الاصطناعي في إدارة الاعتماد لمؤسسات التعليم قبل الجامعي على النحو التالي: فيما يتعلق بعملية التقويم الذاتي، ما يلي: بناء نظام إليكتروني رقمي يعالج البيانات الضخمة، يدار من خلال الهيئة القومية لضمان جودة التعليم يسمح للمؤسسة التعليمية بإدخال بيانات الدراسة الذاتية ومعالجتها رقميا، واستخلاص السمات المميزة للمؤسسة التعليمية والبيئة المحيطة بها خلال معالجة بياناتها إلكترونيًا، وتمكين القائمين على العملية التعليمية من تحديد مشكلات المؤسسات التعليمية ومعالجتها، أما الاستخدامات المرتبطة بعملية المراجعة الخارجية؛ فهي: تشكيل فرق المراجعة الخارجية في ضوء البيانات الوصفية للمؤسسة التعليمية المتقدمة للاعتماد، واستخراج تقرير فحص ملف التقدم للاعتماد -للمدرسة محل المراجعة- من معالجة البيانات المتضمنة بنماذج الهيئة القومية لضمان جودة التعليم والاعتماد الإلكترونية، وتسهيل مهمة الإجابة عن استفسارات فرق المراجعة الخارجية عن الأمور الفنية واللوجستية التي تواجههم أثناء الزيارة؛ أما الاستخدامات المتعلقة بعملية اتخاذ القرار؛ فمنها: فحص التقرير الدوري السنوي للمدارس المعتمدة لمتابعتها إلكترونيَا، ومساعدة الهيئة في تحديد المدارس التي تحتاج إلى زيارة متابعة خلال فترة الاعتماد، وتسهيل فحص ردود المدارس، والأدلة، والشواهد المتضمنة بها لضمان صحة القرار المتخذ، وتسهيل وصول لجنة التظلمات للبيانات الخاصة بالمؤسسات المتقدمة بتظلمات من قراراتها بما ييسر عملها، ويمكنها من تقديم توصياتها لمجلس إدارة الهيئة، واتخاذ قرارات بشأنها.

The current research aims to reach a future vision of accreditation management for pre-university education institutions in Egypt using artificial intelligence applications, in carrying out the process of self-evaluation, external review, and decision-taking. The research relied on the descriptive approach, and the Delphi method. The three Delphi rounds were applied through a questionnaire surveying a number of experts on the expected uses of artificial intelligence applications in accreditation management in pre-university education in Egypt. In the light of the theoretical framework and documentary analysis included in the research, as well as the results of the Delphi rounds, the research suggested a future vision for the expected uses of artificial intelligence applications as follows: Regarding the self-evaluation process, the following: Building a digital electronic system that handles big data, managed through the National Authority for Education Quality Assurance, that allows the educational institution to enter self-study data and process it digitally, to extract the distinctive features of the educational institution and its surrounding environment through processing its data electronically, and empower those in charge of the educational process to identify and address the problems of educational institutions. As for the uses related to the external review process: forming external review teams in light of the descriptive data of the educational institution applying for accreditation, extracting the report of examining the application file for accreditation of the school under review from processing the data included in the electronic forms of the National Authority for Quality Assurance of Education and Accreditation, facilitating the task of answering the inquiries of the external review teams about the technical and logistical matters that they encounter during the visit. As for the uses related to the decision-making process, they include examining the annual periodic report of accredited schools for electronic follow-up, and assisting the authority in identifying the schools that need a follow-up visit during the accreditation period, facilitates the examination of the schools’ responses, and the evidence contained therein to ensure the validity of the decision taken, facilitating the Grievance Committee’s access to the data of the institutions that submitted grievances against its decisions in a way that facilitates its work and enables it to present its recommendations to the Board of Directors of the Authority and take decisions in their regard.
