المستخلص: تسعى الدراسة الحالية إلى قياس جودة البوابة الإلكترونية لوزارة الصحة السعودية، اعتمدت الدراسة على قياس الجودة باستخدام أداة إلكترونية تحلل جودة التصميم والمعمارية والهيكلة للبوابة، كما استخدمت الباحثتان التحليل القائم على أداة قائمة المراجعة التي أعدت بناء على أبرز المعايير الدولية المعتمدة لقياس جودة المواقع، للوقوف على حال البوابة الإلكترونية لوزارة الصحة، استخدمت الدراسة منهج دراسة الحالة والمنهج التقييمي. أثبتت أبرز النتائج أن البوابة الإلكترونية لوزارة الصحة تتمتع بدرجة عالية من الجودة حيث توفر العديد من الخصائص التي تساهم في استخدام البوابة بسهولة أكبر، كما توفرت أغلب احتياجات المستفيد بالبوابة من خدمة حجز المواعيد وخدمة الرد على الاستفسارات بأكثر من طريقة تواصل، إلا أنه يعيب عليها التأخر في الرد على الاستفسارات المرسلة عبر البريد الإلكتروني، كما تميزت البوابة بتقديم الخدمات بطرق عرض تمكن ذوي الاحتياجات الخاصة من استخدامها. أيضا أظهرت نتائج الدراسة أن البوابة تطابق معظم المعايير المتفق عليها لقياس جودة المواقع، مع وجود بعض الأخطاء التي لا تكاد تذكر مقارنة مع عدد الخدمات الكبير المتوفرة بها التي تم قياسها. توصلت الدراسة لعدد من التوصيات أبرزها مراجعة الملاحظات التي تم ذكرها بالدراسة ومحاولة معالجتها من قبل المسؤولين، كما تقترح الباحثتان توفير دليل موضوعي بالبوابة يحتوي روابط تقدم معلومات توعوية وتثقيفية تساهم برفع مستوى الثقافة الصحية العامة.

The study aims to measure the quality of the Saudi Ministry of Health electronic portal from the user's perspective. The study relied on measuring the quality using an electronic tool that analyses the electronic portal's design, architectural, and structuring quality. In the case of the analysis of the Ministry of Health electronic portal, the study utilized several different methodologies. The most notable results proved that the Ministry of Health electronic portal achieves a high degree of quality, as it provides many features that Contribute to the user's ease of use of the electronic portal, and most of the user's needs were met on the electronic portal from the appointment booking service and the service to respond to inquiries in more than one mean of communication. However, there have been reports of delays regarding receiving responses to inquiries sent via e-mail. Furthermore, the electronic portal has also been made well-optimized by providing additional functions that enable people with special needs to access and use the electronic portal. The study also highlighted that the electronic portal is on par with most of the agreed standards for measuring the quality of an electronic portal, with some errors that are negligible compared to the wide array of services available on it that were measured. The study reached several recommendations, particularly reviewing the notes mentioned in the study and trying to address them by the officials. The two researchers also recommend providing an electronic library on the electronic portal in which those interested can find awareness and educational information that could contribute to raising the level of public health education.
