لقد ارتبط تطوير الإدارة العمومية بالتطور الحاصل على مستوى تكنولوجيات الإعلام والاتصال، فظهرت إلى الوجود تقنية المعلومات والاتصالات وتطبيقاتهما المتطورة والمتجددة خلال السنوات الماضية فأصبح واقعا إداريا جديدا ملحا. إن الملاحظ لتاريخ الوثائق والأرشيف يلحظ مدى التطور السريع لحجم الوثائق والأرشيف بمختلف المرافق العمومية، بحكم احتوائها على عدد كبير من الوثائق الإدارية والأرشيفات بحكم نشاطها الإداري المتعامل به دوريا، مما نتج عنها تزايد وتطور نشاط المرافق العمومية والخاصة بالتوازي مع تضخم حجم الوثائق والأرشيف، وهذا ما دفع بالحكومة الجزائرية إلى إيجاد صيغ إصلاحية تخفف من حجم الوثائق والإجراءات الإدارية على المواطن وباقي المؤسسات الأخرى.
