المستخلص: تعد حوادث الطرق وما يترتب عليها مأساة إنسانية، فضلا عن التكلفة الباهضة التي يتحملها المجتمع من خسائر بشرية ومادية مباشرة وغير مباشرة جراء تكاليف العلاج الطبي والتأهيل وخسارة الأصول المادية، وقد زاد من خطورة المشكلة تنامي أعداد السكان والمركبات، فضلا عن زيادة الحركة المتمثلة في التنقل بن مكان وآخر داخل المدن أو خارجها، سواء كان ذلك للأفراد أم للبضائع، وتعد ظاهرة زيادة أعداد الحوادث المرورية في مدينة طبرق وما ينتج عنها من أثار سلبية من المشكلات ذات الطبيعة الاجتماعية الإنسانية فهي من المشكلات المركبة، لتعدد المتغيرات والعوامل فيها، ولأن بؤرة هذه المشكلة هو الإنسان سواء كان قائما بذاته أم ضمن مجموعة ينتمي إليها، إذ تتفاعل العوامل والمسببات في نسق معقد، ويهدف هذا البحث إلى معرفة الوضع الحالي لحوادث الطرق داخل مدينة طبرق، فضلا عن دراسة الأسباب التي تؤدي إلى تفاقم هذه المشكلة مع التوزيع الجغرافي للحوادث المرورية ومن ثم الإجراءات التي تتبعها بلدية طبرق وقسم المرور بها للحد من هذه المشكلة الكبيرة التي يعاني منها معظم سكان المدينة، وكونها أداة لتقييم الإجراءات المتبعة لتحقيق السلامة المرورية، إذ تشهد بلدية طبرق جهودا مكثفة ومتواصلة في سبيل تحقيق مزيد من السلامة والتقليل من الحوادث المرورية، إذ يبذل قسم المرور جهودا كبيرة في إعداد شبكة من الطرق الحديثة والتي تضاهي الكثير من مثيلاتها في دول العالم المتقدم إذ شهدت السنوات الماضية إنشاء العديد من الطرق السريعة، فضلا عن تحسين طرق النقل القديمة والتي تربط بن المدن الرئيسة في الشمال الشرقي الليبي، فضلا عن التوسع في وضع الإشارات المرورية التي تنظم السير، والتوسع في عمليات التطوير المستمر للخدمات ووسائل السلامة المرورية على الطرق، وزيادة برامج التوعية ورفع مستوى الرقابة المرورية على الطرق، وتطوير خدمات الإسعافات الأولية. وعى الرغم من هذه الجهود إلا أن معدل وقوع الحوادث المرورية في مدينة طبرق يعد مرتفعا وله دلالات خطيرة إذا ما قورن بالمعدلات العالمية على الرغم من صغر حجم السكان في بلدية طبرق والذي يقدر وفق بيانات مصلحة الإحصاء والتعداد يناير 2021 بحوالي (195088) نسمة، إلا أن عدد الحوادث البالغ (107) حادثا مروريا في ذات العام يعد مرتفعا إذا ما قورن بالمناطق التي يتقارب عدد سكانها مع بلدية طبرق.

Road accidents and their consequences are a human tragedy, in addition to the exorbitant cost borne by society in terms of direct and indirect human and material losses because of the costs of medical treatment and rehabilitation and the loss of material assets. The growing number of population and vehicles, as well as the increase in movement represented by movement from one place to another, inside or outside cities, whether for people or goods, has exacerbated the seriousness of the problem, The phenomenon of increasing the number of traffic accidents in the city of Tobruk and the resulting negative effects are among the problems of a social and humanitarian nature, as they are complex problems, Because of the multiplicity of variables and factors in it, and because the focal point of this problem is the human being, whether on his own or within a group to which he belongs, When factors and causes interact in a complex pattern, This research aims to identify the current situation of road accidents within the city of Tobruk, In addition to studying the reasons that exacerbate this problem with the geographical distribution of traffic accidents, And then the procedures followed by the municipality of Tobruk and its traffic department to reduce this big problem that most of the city’s residents suffer from, and being a tool for evaluating the procedures used to achieve traffic safety, Tobruk is witnessing great and continuous efforts in order to achieve more safety and reduce traffic accidents, As the Traffic Department exerts great efforts in preparing a network of modern roads, which are comparable to many of their counterparts in the countries of the developed world, as the past years witnessed the establishment of many highways, In addition to improving the old transportation routes that link the main cities in the northeastern Libyan, as well as expanding the placement of traffic signals that regulate traffic, Expansion of continuous development of services and means of traffic safety on the roads, Increasing awareness programs, raising the level of traffic control on roads, and developing first aid services. Despite these efforts, the rate of traffic accidents in the city of Tobruk is high and has serious implications when compared to international rates. Despite the small size of the population in the municipality of Tobruk, which is estimated, according to the data of the Department of Statistics and Census, January 2021, to be about (195088) people, However, the number of accidents amounting to (107) traffic accidents in the same year is considered high when compared to the areas whose population is close to the municipality of Tobruk.
