المستخلص: هدفت هذه الدراسة إلى اختبار تأثير استراتيجية العناقيد الصناعية بأبعادها موارد العناقيد الصناعية وعلاقات العناقيد الصناعية على التنمية المستدامة، وكذلك التعرف على دور الميزة التنافسية للصناعات الصغيرة والمتوسطة كمتغير وسيط بالتطبيق على الصناعات الصغيرة والمتوسطة المصرية وتكون مجتمع الدراسة من أصحاب المصانع والمديرين والعاملين بالمجمعات الصناعية والتي تبلغ (21) مجمعا صناعياً بمحافظات الجمهورية. وقد اعتمد الباحث علي المنهج الوصفي من خلال مراجعة البحوث السابقة وتم اشتقاق الفروض واختبارها إحصائيا بالاعتماد على بيانات الدراسة الميدانية، وفي سبيل الوصول لهذا الهدف تم اختبار خمسة فروض أساسية، وتم الاعتماد على قائمة استقصاء لجميع البيانات الأولية للدراسة. وقد بلغ حجم عينة البحث (390) مفردة بنسبة (62.5%) وتم اختبار النموذج المقترح للدراسة من خلال التحليل العاملي التوكيدي (CFA) لتشمل نمذجة المعادلة البنائية (SEM)، والتي استخدمت من أجل دراسة العلاقات البنائية بين متغيرات الدراسة وكذلك تطبيق تحليل الانحدار المتعدد Multipl Regression ومن خلال استخدام برنامجي (AMOS V.25 SPSS) وتوصلت النتائج إلى وجود تأثير وسيط ذو دلالة إحصائية للميزة التنافسية في العلاقة بين استراتيجية العناقيد الصناعية والتنمية المستدامة، وقد أوفت بالشروط التي تحكم تلك العلاقة؛ حيث إن قيمة التأثير المباشر بلغت (0.50) وقيمة التأثير غير المباشر (0.44) وقيمة التأثير الكلي (0.94) وبالتالي فإن المتغير الوسيط الميزة التنافسية يتوسط العلاقة ما بين المتغير المستقل استراتيجية العناقيد الصناعية، والمتغير التابع التنمية المستدامة، كما توصلت الدراسة إلى أن تعزيز استراتيجية العناقيد الصناعية لها التأثير الأكبر لضمان تحقيق التنمية بأنواعها وكما أنه يمكن لمصر الاستفادة من التجارب الدولية.

This study aimed to test the impact of the industrial cluster strategy with its dimensions: industrial cluster resources and industrial cluster relations on sustainable development, as well as to identify the role of the competitive advantage of small and medium industries as a mediating variable by applying it to Egyptian small and medium industries. It amounts to (21) industrial complexes in the governorates of the Republic. The researcher relied on the descriptive approach by reviewing previous research, and the hypotheses were derived and tested statistically based on the data of the field study. In order to reach this goal, five basic hypotheses were tested, and a survey list was relied upon for all the primary data of the study. The size of the research sample was (390) individuals at a rate of (62.5%), and the proposed model for the study was tested through confirmatory factor analysis (CFA) to include structural equation modeling (SEM), which was used to study the structural relationships between the study variables, as well as the application of multiple regression analysis. Multipl Regression using my program (SPSS, AMOS V.25). The results concluded that there is a statistically significant mediating effect of the competitive advantage in the relationship between the industrial cluster strategy and sustainable development, and it fulfilled the conditions governing that relationship. As the value of the direct effect amounted to (0.50), the value of the indirect effect (0.44), and the value of the total effect (0.94), and therefore the intermediate variable, the competitive advantage, mediates the relationship between the independent variable, the strategy of industrial clusters, and the dependent variable, sustainable development. The strategy of industrial clusters has the greatest impact to ensure the achievement of all kinds of development, and Egypt can also benefit from international experiences.
