تتناول الورقة البحثية موضوع مأسسة النوع الاجتماعي في سلطنة عمان في أربع نقاط، وهي: - مقدمة : أشارت فيها إلى وجود الإرادة السياسية لدعم وتمكين المرأة العمانية في المجالات المختلفة للتنمية المستدامة، وهي العامل الأساسي التي وفرت المناخ لنهوض المرأة ومشاركتها في العديد من المجالات التنموية أسوة بالرجل. - المفاهيم : بينت أن المقصود بمأسسة النوع الاجتماعي هو إعداد السياسات والخطط والبرامج، وخلق الهياكل والآليات وسن التشريعات وتوفير الموارد، واتخاذ التدابير الرامية إلى تعزيز العمل من أجل المساواة بين الجنسين، وتمكين المرأة وتعزيز دورها. - مأسسة النوع الاجتماعي في سلطنة عمان: تعرضت فيها إلى الهياكل والآليات التي أنشئت، التشريعات التي سنت، والتدابير اللازمة التي تم اتخاذها لتنفيذ البرامج والمشاريع من أجل تحقيق العدالة للمرأة والرجل، وإلى تمكين المرأة وتعزيز مشاركتها في عدد من المجالات. وخصصت الورقة مأسسة النوع الاجتماعي في ندوة المرأة العمانية (2009)، أهمية لكونها الحدث الذي تم فيها مراجعة الجهود التي قدمت للمرأة ودورها في عملية التنمية، ولاعتبارها المنتدى المعني برسم ملامح المستقبل لتعزيز دور المرأة وتمكينها لتحقيق دورها الريادي الاجتماعي. - واختتمت الورقة العرض العام لما تم إنجازه بتسجيل عدد من الملاحظات بشأن إدماج النوع الاجتماعي في المجالات المختلفة، مثل عدم وجود إستراتيجية موحدة للمرأة، ومن ثم خطط تفصيلية لتحقيقها، مما يعني غياب الرؤية الواضحة لمأسسة النوع الاجتماعي في سياسات الجهات المعنية. وتقدمت الورقة في نهاية العرض بعدد من التصورات العملية لتجاوز الصعوبات التي تواجه مأسسة النوع الاجتماعي في السلطنة.
This research paper tackles the issue of empowering social gender in Oman, through out concentrating on the following topics: 1- General introduction: emphasizing the political will to promote and empower Omani women in all different field of sustainable development. This is considered to be the main factor which leads to the advancement of women, in addition to promoting their equality with men and participation in the various developmental fields. 2- Concepts: explaining the definition of empowering social gender, which means drafting policies, plans, and programs, as well as establishing systems, mechanisms and legislation, in addition to providing required resources and taking procedures towards promoting work to achieve gender equality and empowerment of women. 3- Empowering social gender in Oman: reviewing the established institutions and mechanisms in Oman, as well as the adopted legislation, and the taken required procedures to implement programs and projects, which aim to achieve equality for women and men, in addition to empowering women and their participation in a number of fields. Moreover, the current paper refers to the seminar on Omani Women which was held in 2009. The importance of this seminar stems from the fact that it is the main event which reviewed the exerted efforts for empowering women and their role in the process of development. In addition, the event resembles a forum concerned with drawing the future framework for promoting women's role and empowering them to achieve their pivotal social roles. Finally, the paper records a number of notes regarding the inclusion of social gender in the different fields, which include: the absence of unified strategy for women, and detailed action plans to be achieved, therefore, there is alack of clear vision of empowering social gender in the policies of concerned authorities. The paper suggests a number of practical recommendations to overcome the challenges of empowering social gender in Oman.
