المستخلص: هدفت الدراسة الحالية إلى تحديد مستوى أبعاد ثقافة الرقمنة بالمنظمات غير الحكومية، بالإضافة إلى تحديد مستوى مراحل التخطيط لإدارة الأزمات والكوارث بالمجتمع المحلي، وأيضا تحديد المعوقات التي تواجه ثقافة الرقمنة بالمنظمات غير الحكومية في التخطيط لإدارة الأزمات والكوارث بالمجتمع المحلي وكذلك تحديد مقترحات لزيادة ثقافة الرقمنة بالمنظمات غير الحكومية في التخطيط لإدارة الأزمات والكوارث بالمجتمع المحلي، وتنتمى الدراسة إلى نمط الدراسات الوصفية التي استخدمت منهج المسح الاجتماعي بالعينة المتاحة "العينة الميسرة للباحث" للمستفيدين من إدارة الأزمات بالمنظمات غير الحكومية بمحافظة قنا محل الدراسة وعددهم (۱۲۰) مفردة، وكذلك منهج المسح الاجتماعي الشامل للمسئولين عن إدارة الأزمات بالمنظمات غير الحكومية بمحافظة قنا محل الدراسة وعددهم (٤٧) مفردة، واستخدمت في جمع البيانات استمارتين استبيان (إعداد الباحثة) للمستفيدين والمسؤولين، وتم التحقق من صحة فروض الدراسة وقبول الفرض الأول الذي مؤداه "من المتوقع أن يكون مستوى ثقافة الرقمنة بالمنظمات غير الحكومية مرتفعا"، وأيضا قبول الفرض الثاني للدراسة والذي مؤداه "من المتوقع أن يكون مستوى مراحل التخطيط لإدارة الأزمات المجتمعية مرتفعا"، وكذلك قبول الفرض الثالث للدراسة والذي مؤداه "توجد علاقة طردية تأثيرية دالة إحصائيا بين ثقافة الرقمنة والتخطيط لإدارة الأزمات المجتمعية بالمنظمات غير الحكومية".

The current study aimed to determine the level of dimensions of the culture of digitization in non-governmental organizations, in addition to determining the level of planning stages for crisis and disaster management in the local community, as well as identifying the obstacles facing the culture of digitization in non-governmental organizations in planning for crisis and disaster management in the local community, as well as identifying proposals to increase the culture of digitization in nongovernmental organizations government in planning for crisis and disaster management in the local community, The study belongs to the pattern of descriptive studies that used the social survey approach with the available sample, "the researcher's soft sample", for the beneficiaries of crisis management in nongovernmental organizations in Qena Governorate, the subject of the study, and their number is (120), as well as the comprehensive social survey approach for those responsible for crisis management in non governmental organizations in Qena Mahal Governorate. The study numbered (47) individuals, and used two questionnaire forms (prepared by the researcher) for the beneficiaries and officials to collect the data. The study hypotheses were validated and the first hypothesis was accepted, which stated that "the level of digitization culture in non-governmental organizations is expected to be high", and the second hypothesis of the study was accepted, which stated that "the level of planning stages for community crisis management is expected to be high", as well as the acceptance of the third hypothesis The study concluded that "there is a positive, statistically significant relationship between the culture of digitization and planning for community crisis management in non-governmental organizations."
