|a هدف البحث إلى استعراض الأطر النظرية، والدراسات التجريبية التي حللت وفسرت آلية وقنوات التأثير الذي يمكن أن تمارسه المستويات المرتفعة من عجز الموازنة العامة، في النمو الاقتصادي، فضلا عن اختبار فرضية البحث عبر تبني المنهج القياسي لتشخيص وتحليل اثر عجز الموازنة العامة في النمو الاقتصادي في العراق، باستخدام المربعات الصغرى العادية OLS المستندة إلى البيانات الفصلية (ربع سنوية) للفترة 2004-2021، وقد أفصحت نتائج التقدير وبوضوح، عن الأثر السلبي لعجز الموازنة العامة في مؤشر النمو الاقتصادي، والذي يمكن تفسيره في ضوء مصادر التمويل وهيكل الإنفاق العام في العراق، فمن حيث هيكل تمويل العجز بالاعتماد على القطاع المصرفي، وفي ظل حقيقة تفضيل المصارف للاستثمار في الأوراق المالية الحكومية، وما شكله ذلك من اثر الإزاحة (crowding out) أدى إلى انخفاض التمويل المتاح للقطاع الخاص، وعلى الجانب المقابل، ومن حيث الإنفاق العام، فأن الأثر السلبي لعجز الموازنة العامة في النمو الاقتصادي، يشير إلى ضعف الإنفاق الاستثماري الحكومي، وبالتالي فأن الزيادة في بنود النفقات العامة ذات طبيعة استهلاكية وليست استثمارية.
|b The aim of the research is to review theoretical frameworks and empirical studies that analyzed and explained the mechanism and channels of influence that high levels of the public budget deficit can exert on economic growth, as well as testing the research hypothesis by adopting the standard approach to diagnose and analyze the impact of the public budget deficit on economic growth in Iraq. Using Ordinary Least Squares OLS based on quarterly data (quarterly) for the period 2004-2021, the estimation results clearly revealed the negative impact of the general budget deficit on the economic growth index, which can be explained in the light of funding sources and the structure of public spending in Iraq. Where the structure of financing the deficit depends on the banking sector, and in light of the fact that banks prefer to invest in government securities, and the effect of crowding out led to a decrease in financing available to the private sector, and on the opposite side, in terms of public spending, the negative impact The general budget deficit in economic growth indicates weak government investment spending, and therefore the increase in public expenditure items is of a consumption rather than an investment nature.
