|a يعد الحفاظ على البيئة أمرا مهما وضروريا لضمان استدامة الكوكب وحماية النظم البيئية والتنوع البيولوجي. يتم تنظيم وتنفيذ جهود الحفاظ على البيئة من خلال إطار قانوني يشمل القوانين الوطنية والدولية. تركز هذه الدراسة على أهمية القوانين الوطنية والدولية في الحفاظ على البيئة، واقتصرت مشكلة البحث على حول ما مدى فاعلية التشريع البيئي الليبي في الحد من ظاهرة التلوث البيئي البحري، ومدى انسجام ذلك مع الاتفاقيات الدولية. وخلصت نتائج الدراسة إلى أنه على الرغم من وجود القوانين الوطنية والدولية لحماية البيئة، فإن هناك تحديات تواجه جهود الحفاظ على البيئة. تشمل هذه التحديات عدم تنفيذ القوانين بشكل فعال في بعض الدول وليبيا على وجه الخصوص، ونقص الموارد والتكنولوجيا اللازمة لتنفيذ السياسات البيئية، وتزايد التهديدات البيئية الناجمة عن التغيرات المناخية والتلوث العابر للحدود. ويعتبر الحفاظ على البيئة في إطار القانون الوطني والدولي أمرا حاسما للحفاظ على صحة الكوكب واستدامة الحياة عليه، وتتطلب جهود حماية البيئة تعاونا دوليا قويا وتنفيذ فعال للقوانين والسياسات البيئية، إذ يجب أن تعمل الدول بشكل مشترك لتحقيق التوازن بين التنمية الاقتصادية وحماية البيئة، مع النظر في حقوق الأجيال الحالية والمستقبلية في الاستفادة من البيئة النظيفة والصحية.
|b Preserving the environment is important and necessary to ensure the sustainability of the planet and protect ecosystems and biodiversity. Environmental conservation efforts are regulated and implemented through a legal framework that includes national and international laws. This study focuses on the importance of national and international laws in preserving the environment, and the research problem is limited to the extent of the effectiveness of Libyan environmental legislation in reducing the phenomenon of marine environmental pollution, and the extent of its compatibility with international agreements. The results of the study concluded that despite the existence of national and international laws to protect the environment, there are challenges facing environmental conservation efforts. These challenges include the lack of effective implementation of laws in some countries, Libya in particular, the lack of resources and technology necessary to implement environmental policies, and the increasing environmental threats resulting from climate change and trans boundary pollution. Preserving the environment within the framework of national and international law is crucial to preserving the health of the planet and sustaining life on it. Environmental protection efforts require strong international cooperation and effective implementation of environmental laws and policies. Countries must work jointly to achieve a balance between economic development and environmental protection, while considering the rights of current and future generations to benefit from a clean and healthy environment.
