المستخلص: هدفت الدراسة إلى تعرف الإطار الفكري للمواطنة الرقمية لدى الطلاب ذوي الهمم، والتعرف على الإطار الفكري والمفاهيمي للأمن التربوي، وتفسير أهمية المواطنة الرقمية بالنسبة لتلك الفئة من الطلاب، وتحديد دور جامعات صعيد مصر في تحقيق المواطنة الرقمية للطلاب ذوي الهمم، والكشف عن واقع المواطنة الرقمية لدى هؤلاء الطلاب في ضوء مدخل الأمن التربوي، ومحاولة وضع تصور مقترح لتحقيق المواطنة الرقمية لدى الطلاب ذوي الهمم في ضوء مدخل الأمن التربوي. وتم اختيار عينة من جامعات صعيد مصر لتطبيق أدوات الدراسة الميدانية (المقابلات الشخصية واستبيان من إعداد الباحث)، واستخدم المنهج الوصفي لتحقيق أهداف الدراسة، وطبقت أداة الدراسة على عينة من قيادات الجامعة، وأعضاء هيئة التدريس ومعاونيهم عددهم (٢٤٠) فردا، وتوصلت الدراسة إلى مجموعة من النتائج، أهمها ما يلي: ضرورة إدراج المواطنة الرقمية كمساق أساسي ضمن مساقات المتطلبات الجامعية بجامعات صعيد مصر، وتنظيم مبادرات للمواطنة الرقمية للطلاب ذوي الهمم الملتحقين بالجامعة وحاجة جامعات صعيد مصر إلى القيام بمساعدة الطلاب من ذوي الهمم في الالتزام بالقوانين الرقمية والابتعاد عن الجرائم والمخالفات الرقمية، وضرورة تعزيز الهوية في نفوس الطلاب ذوي الهمم وتحصينهم بالقيم الأصيلة وتوفير مناخات تعليمية آمنة لهؤلاء الطلاب، وأظهرت استجابات عينة الدراسة بجامعات صعيد مصر الأهمية الكبيرة من وراء مساعدة الطلاب ذوي الهمم في كيفية استخدام التقنيات الرقمية بطريقة آمنة، وخلقية وقانونية وانتهت الدراسة بتقديم تصور مقترح لمتطلبات تحقيق المواطنة الرقمية لدى الطلاب ذوي الهمم بجامعات صعيد مصر في ضوء مدخل الأمن التربوي مستندا على فلسفة وأسس وأهداف وإجراءات وضمانات تحقيق.

The present study aimed to identify the intellectual framework of digital citizenship among students of determination, identify the intellectual and conceptual framework of educational security, explain the importance of digital citizenship, especially at the present time for this category of students, identify the role of Upper Egypt universities in achieving digital citizenship for the students of determination, reveal the reality of digital citizenship among these students in the universities of Upper Egypt in light of the educational security approach, and trying to conceive a suggested proposal for achieving digital citizenship among students of determination at Upper Egypt Universities in light of the educational security approach. A sample of Upper Egypt universities was selected to apply the field study instruments (interviews and a questionnaire prepared by the researcher). The descriptive method was used to achieve the aims of the present study. The study instrument was administered to a sample of university leaders, faculty members and their assistants (n=240). The study revealed some important results such as the need of universities in Upper Egypt to include digital citizenship as a basic course within the university requirements courses, organizing digital citizenship initiatives for students of determination enrolled in the university, the need of universities in Upper Egypt to assist students of determination in adhering to digital laws and avoiding digital crimes and violations, and enhancing identity among students of determination, immunize them with authentic values, and provide safe educational environments for these students. Also, The responses of the study participants in the universities of Upper Egypt showed the great importance of helping students of determination to use digital technologies in a safe, ethical, and legal manner. The study concluded by presenting a suggested proposal for the requirements of achieving digital citizenship among students of determination in the universities of Upper Egypt in light of the educational security approach. This proposal is based on several axes including a philosophy, foundations, objectives, procedures, and guarantees that must be available for the success of the suggested proposal.
