المستخلص: تظهر أهمية البلديات من خلال الدور الذي تمارسه في تقديم الخدمات الأساسية، فهي مؤسسة له شخصيتها المعنوية، وتتمتع بالاستقلال المالي والإداري، ولها مواردها المالية المتميزة في اغلب التشريعات، وفي العراق قد شهد البلديات العراق تغييب واضح لدورها، بعد صدور عدة قوانين متعاقبة كان لها علاقة وثيقة بتحديد الأساليب الإدارية المتبعة تجاه البلديات، وفي ضوء تلك التشريعات المتعددة تباينت طبيعة علاقة البلديات في العراق بين الحكومات المركزية والمحلية تارة اتسمت بالمركزية، وربطت البلديات بالحكومة المركزية وتارة خففت سطوة المركزية الإدارية واتجهت نحو اللامركزية الإدارية وألحقتها بالحكومة المحلية ووسط عدم استقرار التشريعات تجاه البلديات انعكس ذلك بشكل سلبي وإيجابي على عملها واستقلالها الإداري، وعلاقتها بالحكومة المحلية والاتحادية والتي بدأت منذ تشريع قانون إدارة البلديات رقم ١٦٥ لسنة ١٩٦٤، وصولا إلى تشريع قانون المحافظات المنتظمة في إقليم رقم ٢١ لسنة 2008 المعدل.

The importance of municipalities is demonstrated through the role they play in providing basic services, as they are an institution that has its own moral character, enjoys financial and administrative independence, and has outstanding financial resources in most legislations. In Iraq, the Iraqi municipalities have witnessed a clear absence of their role, after the issuance of several successive laws that had a relationship A document specifying the administrative methods used towards the municipalities, and in the light of these multiple legislations, the nature of the relationship of the municipalities in Iraq varied between central and local governments, sometimes characterized by centralization, and linked municipalities to the central government, and sometimes it eased the control of administrative centralization and moved towards administrative decentralization and attached it to local government In the midst of the instability of legislation towards the municipalities, this reflected negatively and positively on their work and administrative independence, and their relationship with the local and federal government, which began since the legislation of the Municipal Administration Law No. 165 of 1964, leading to the legislation of the law of governorates organized in the amended Region No. 21 of 2008.
