المستخلص: إن القانون العضوي رقم 12-03 المؤرخ في 12 جانفي 2012 المحدد لكيفيات توسيع حظوظ تمثيل المرأة في المجالس المنتخبة، جاء ليعزز بذلك مشاركة المرأة، وتحقيق مبدأ المساواة في مجال المشاركة السياسية بين النساء والرجال، تجسيدا وتكريسا لما تقتضيه دولة الحق والقانون. رغم النجاح الذي حققه هذا القانون لتجسيد دولة الحق والقانون في رفع نسبة النساء المترشحات والنائبات، إلا أنه في نفس الوقت لم يحقق المساواة الفعلية بين النساء والرجال في المشاركة السياسية على مستوى المجالس المنتخبة، باستثناء النسبة المخصصة للجالية الجزائرية المقيمة في الخارج والتي تعتبر هي الوحيدة التي تجسد من خلالها المشاركة الفعلية للمرأة.

The Organic Law n° 12-03 dated in 12th of January 2012 determining the modalities for extending women's representation in the elected councils, is aimed to boost women’s participation and to achieve the principle of equality in the field of political participation between women and men. Therefore, it embodies and it consecrates the requirements of the state of rights and law. Despite the success achieved by this law to reflect the state of rights and law in raising the percentage of women candidates and deputies, equality between women and men was not actually achieved in the political participation at the level of elected councils, except for the proportion allocated to the expatriate Algerian community, which is the only one through which women's participation has been embedded.

La loi organique n° 12-03 du 12 janvier 2012, fixant les modalités d’extension de la représentation des femmes dans les conseils élus, qui a pour objectif de renforcer la participation des femmes et de réaliser le principe de l’égalité dans le domaine de la participation politique entre hommes et femmes. Par conséquent, il incarne et consacre les exigences de l'état des droits et de la loi. Malgré la réussite obtenue par cette loi afin de refléter l’état des droits et de la loi en augmentant le pourcentage de femmes candidates et députés, l’égalité entre les femmes et les hommes dans la participation politique au niveau des conseils élus n’a pas été réellement atteinte, à l’exception de la proportion allouée à la communauté algérienne expatriée, qui est la seule où la participation des femmes a été véritablement incarnée.
