المستخلص: أصبحت مشكلة أطفال الشوارع في البلدان العربية من المشكلات اللافتة للانتباه، حيث لا مفر من التعامل بشجاعة وفاعلية معها. ويعتبر التقدير الموضوعي لحجم الظاهرة وأسبابها وخصائصها في كل مجتمع، هو الخطوة الأولى في هذه العملية، حيث يمثل المفتاح الأساسي لتجاوز المشكلة. من هذا المنطق، أوجب على المجتمع الدولي والعربي إيجاد استراتيجيات عمل فعالة للتصدي للمشكلة حتى لا نجعل من أطفال الشوارع المادة الخام للسلوك المنحرف خاصة وأنهم قابلين للتوظيف من طرف محترفي الجريمة. لتجسيد هذا الطرح، سنتناول واقع الظاهرة كمدخل أساسي للتعريف بها ثم نركز على آليات التدخل المتبناة في الوطن العربي آخذين (المغرب ومصر والجزائر) كنماذج لكيفيات التعامل مع المشكلة، دون إغفال أن أي استراتيجية عمل - لكي تنجح - يجب أن تنطلق من جذور المشكلة في خصوصياتها ودون استيراد الحلول على شكل قوالب جاهزة.

Le phénomène "des enfants des rues" a pris de l’ampleur dans les pays arabes, qui sont appelès –par ce fait- à adopter de bonnes stratégies pour faire face; surtout que cette catégorie d’enfants est exposée à beaucoup de risques et exploitations. A travers cet article, nous allons essayer de définir le concept (enfants de la rue) et présenter une vue d’ensemble de ce phénomène dans trois pays arabes (Maroc, Egypte et L’Algérie) à titre d’exemple. L’analyse se base sur les mécanismes d’intervention déployés par ces pays, sans oublier que l’efficacité de telles stratégies réside dans le respect de nos spécificités culturelles.

The issue of street children in Arab countries has emerged as one of the most prominent challenges, demanding courageous and effective solutions. Objectively evaluating the scale of this phenomenon, its underlying causes, and its distinctive features within each society serves as the initial step in addressing the problem, serving as a crucial key to overcoming it. Following this rationale, the international and Arab community must devise effective strategies to tackle the issue, preventing street children from becoming susceptible to deviant behavior, especially considering the potential of them being exploited by criminal entities. To illustrate this proposal, we will delve into the reality of the phenomenon, providing a fundamental introduction to its definition. Subsequently, we will concentrate on the intervention mechanisms implemented in the Arab world, utilizing Morocco, Egypt, and Algeria as examples of how to approach the problem. It is essential to emphasize that any successful strategy must begin by understanding the roots of the problem in its specific context, avoiding the importation of solutions in the form of preconceived templates.
