المستخلص: هدفت الدراسة إلى التعرف على مستوى ادراك أصحاب المشروعات الصغرى والمتوسطة بمدينة درنة في ليبيا لمفهوم التخطيط الاستراتيجي من خلال المحاور الآتية: (وضوح المفهوم العلمي للتخطيط الاستراتيجي، ممارسة عملية التخطيط الاستراتيجي، ومعوقات تطبيق التخطيط الاستراتيجي)، ولتحقيق أهداف الدراسة، اتبعت الدراسة منهج الوصفي التحليلي، فقد قام الباحثان بتطوير إستبانة معتمدا على بعض الدراسات السابقة، حيث تم التأكد من مصداقيتها ومعامل الثبات لها، وقد تمثل مجتمع الدراسة في أصحاب المشروعات الصغرى والمتوسطة بمدينة درنة في ليبيا والذي بلغ قوامه بـ (460) مدير، ولتحديد حجم العينة تم الاعتماد على جدول krejcie and Morgan (1970) ، حيث تحدد حجمها بعدد (210)، وتم اختيارها بالطريقة العشوائية الطبقية، وبعد توزيع الاستبانة تم استرجاع (146) استمارة صالحة للتحليل الإحصائي، ولتحليل بيانات الدراسة تم الاستعانة بالحاسب الآلي واستخدام برنامج إحصائي من خدمة البرمجيات الواردة في (SPSS)، حيث تم التوصل إلى العديد من النتائج يمكن إيجازها فيما يلي: كشفت الدراسة أن أفراد عينة الدراسة لا يدركون المفهوم العلمي للتخطيط الاستراتيجي، كما أظهرت الدراسة أن أفراد الدراسة لا يمارسون عملية التخطيط الاستراتيجي بالمشروعات الصغرى والمتوسطة محل الدراسة، بينت الدراسة أيضا أن مستوى معوقات تطبيق التخطيط الاستراتيجي جاء مرتفعا، حيث خلصت أن هناك عدة معوقات تؤدي إلى عرقلة تطبيق التخطيط الاستراتيجي أهمها صعوبة توافر قاعدة بيانات تبنى عليها أهداف خطة المشروعات الصغرى والمتوسطة قيد الدراسة، أيضا غموض المفاهيم المستخدمة في التخطيط الاستراتيجي لدى العينة المبحوثة، وأخيرا قدمت الدراسة مجموعة من التوصيات التي يؤمل اتباعها للتعزيز وتدعيم مستوى إدراك مفهوم التخطيط الاستراتيجي وتفعيل عمليته والحد من معوقاته بالمشروعات الصغرى والمتوسطة في ليبيا.

The study aimed to identify the level of awareness of the owners of small and medium enterprises in Derna in Libya to the concept of strategic planning through the following themes: (clarity of the scientific concept of strategic planning, the practice of the strategic planning process, and the obstacles to the application of strategic planning), and to achieve the objectives of the study, the study followed approach to the descriptive and analytical, have the researchers developed a questionnaire based on some previous studies, where it was ascertained credibility and reliability coefficient her, may represent a community study in the owners of small and medium enterprises in Derna in Libya, which amounted texture (460) director, and to determine the size of the sample been relying on the agenda krejcie and Morgan (1970), where you specify the size of the number (210), were selected randomly stratified, and after the distribution of the questionnaire were retrieved (146) form a valid statistical analysis, and the analysis of the study data was used computerized and the use of statistical program of service software contained in the (SPSS), where they were to reach many of the results can be summarized as follows: the study revealed that the members of the study sample are not aware of the scientific concept of strategic planning, as the study showed that members of the study do not Practiced in the process of the strategic planning process SMEs under study, the study also found that the level of impediments to the application of strategic planning was high, concluded that there are several obstacles to lead to the obstruction of the application of strategic planning, the most important of the difficulty of the availability of a database constructed by the plan targets small and medium enterprises under study, also the ambiguity of the concepts used in the strategic planning of the sample researched, finally, the study made a set of recommendations which will hopefully be followed to enhance and strengthen the level of awareness of the concept of strategic planning and activation of its operation and the reduction of inhibitors of SMEs in Libya.
