المستخلص: يعالج البحث مسألة انعكاس تطور بعض المصطلحات التي تعبر عن مفاهيم جديدة على موضوع ترتيب المجال الجغرافي في العالم بشكل عام، وفي لبنان بشكل خاص. فالبحث يتعمق في أهم الدراسات التي تطرقت إلى واقع هذا المجال كالخطة الشاملة لترتيب الأراضي اللبنانية وغيرها من الدراسات، كتلك التي أعدتها وزارة البيئة أو المنظمات غير الحكومية. يبين البحث أن ما يجمع بينها كلها هو الأثر الواضح لمفهوم التنمية المستدامة، لأن منهجية الدراسة أصبحت مختلفة، فتوجهات الخطة الشاملة تحترم مبادئ الاستدامة وتشخيص باقي الدراسات للواقع الجغرافي، تم إعداده بالارتكاز على مؤشرات الاستدامة وأهداف التنمية المستدامة التي أعلنتها الأمم المتحدة. يبين البحث أيضا علاقة المفاهيم بعضها ببعض، فالحوكمة واللامركزية الإدارية والتنمية المستدامة والمدن الذكية والسهلة التكيف يجري العمل عليها كلها بشكل متواز، ما يشير إلى نوع من التفاعل بينها. وهذا التفاعل يظهر في تطور أساليب تحليل واقع المجال الجغرافي وتخطيطه وإدارته. ولا يشد لبنان عن القاعدة في ما يخص دراسة بيئته ومدنه وقراه، لكن الخطوات التي يجب أن تلي هذه المرحلة لم تتم بالشكل المناسب. وهذا ما تؤكده المشاكل والأزمات التي تعانيها الأراضي اللبنانية بشكل مستمر. إن الأزمات التي يعانيها لبنان على المستويات السياسية والاجتماعية والاقتصادية، تجعل اعتماد تخطيط مستدام وإدارة جيدة لأراضيه أمرا معقدا. وهذا يستوجب الاستعانة بأدوات، هي بالواقع آليات عمل، صممت لكي تستعملها الجهات المحلية في عمليات التشخيص والتخطيط. وأعدت هذه الأدوات منظمات عالمية بهدف تسهيل عملية التخطيط وجعلها تحترم معايير الاستدامة. وهي سهلة الاستعمال، تحدد منهجية عمل جديدة، تلخص انعكاس تطور علمي وفكري معين على طريقة التعاطي مع المجال الجغرافي. يحاول البحث تقييم نتيجة استعمال تلك الأدوات الحديثة، لفهم تأثير التقدم الحاصل حاليا في أساليب تخطيط المدن وإدارتها وتقييم جودة الحياة فيها. وكل ذلك بهدف تحسين فاعلية آليات العمل من خلال التفكير في تطوير طرائق التطبيق ومعالجة الآثار السلبية التي من الممكن أن تطرأ عليها.

The research addresses the evolution of terms expressing new concepts in the field of geographical arrangement, both globally and specifically in Lebanon. It examines key studies that have explored the state of this field, such as the comprehensive plan for the arrangement of Lebanese lands, as well as studies conducted by entities like the Ministry of Environment and non-governmental organizations. The common thread among these studies is the discernible influence of the concept of sustainable development because the study methodology has become different. The comprehensive plan aligns with sustainability principles, while other studies diagnose geographical realities based on sustainability indicators and the United Nations' Sustainable Development Goals. The research underscores the interconnectedness of various concepts. Governance, administrative decentralization, sustainable development, and the creation of smart and adaptable cities are concurrently addressed, indicating a meaningful interaction between these concepts. This interaction is reflected in the development of analytical, planning, and management methods for the geographical field. However, the research also notes that Lebanon follows a typical pattern in studying its environment, cities, and villages. Despite this, the subsequent steps following this stage have not been executed appropriately, as evidenced by the persistent problems and crises experienced by Lebanese territories. The crises affecting Lebanon at the political, social, and economic levels have created a complex scenario for the adoption of sustainable planning and effective land management. To address these challenges, it is essential to employ tools that serve as operational mechanisms, specifically designed for use by local authorities in diagnostic and planning processes. These tools, developed by international organizations, are intended to facilitate the planning process and ensure adherence to sustainability standards. They offer ease of use, introduce novel work methodologies, and encapsulate the reflection of scientific and intellectual advancements in dealing with geographical aspects. The research endeavours to assess the outcomes of utilizing these modern tools to comprehend the impact of current advancements in planning and managing cities and evaluate the quality of life within them. The ultimate goal is to enhance the effectiveness of working mechanisms by considering the development of application methods and addressing any negative effects that may arise during their implementation.
