المستخلص: إن التنمية الشاملة تتحدد أبعادها بجوانب اقتصادية؛ اجتماعية؛ سياسية؛ غيرها، والتطور الاقتصادي الذي تسعى الدول النامية لتحقيقه يفترض تنويع الهيكل الاقتصادي، وتشجيع تدفق الاستثمارات الأجنبية المباشرة القادرة على نقل التكنولوجيا وتوطينها. وهذا ما يزيد من كفاءة استخدام الموارد، وإلى ارتفاع إنتاجية الاقتصاد المحلي، وتحسين تنافسيته في الاقتصاد العالمي. مما تم استنتاجه؛ أن التطور الذي تحققه بإدارة البنى التحتية واقتصاد المعرفة، وفي مجال البحث العلمي التقني والتكنولوجي، يسهم بشكل فعال في إيجاد التقنية والتكنولوجيا الملائمة للاقتصاد الوطني، ويعمل على تطوير التكنولوجيا المستوردة من الخارج وتطويعها، وإيجاد الموارد البشرية الفنية التي تتمكن من تشغيلها وصيانتها، وهذا ما يقلل من تكاليف استيراد التكنولوجيا المتطورة من قبل الدول النامية، وهاته العمليات تعد من الأركان المهمة لتحقيق الاستقلال الاقتصادي والتنمية الشاملة.

Le développement global est déterminé par des aspects économiques, sociaux, politiques et autres, notamment par la diversification de la structure économique et la promotion du flux d’investissements étrangers directs capables de transférer et de mettre en place des technologies. Cela augmente l'efficacité des ressources, augmente la productivité de l'économie locale et améliore sa compétitivité dans l'économie mondiale. Le développement des infrastructures et de l'économie du savoir, ainsi que dans le domaine de la recherche scientifique et technologique, contribue efficacement au développement de technologies adaptées à l'économie nationale, développe et adapte la technologie importée de l'étranger et trouve les ressources humaines techniques qu'il peut exploiter et entretenir. Ce qui réduit les coûts d’importation de technologies de pointe en provenance de pays en développement, qui sont importants pour parvenir à l’indépendance économique et au développement global.

Comprehensive development is determined by various aspects, including economic, social, and political factors. Economic development, particularly sought after by developing countries, necessitates diversification of the economic structure and encouragement of foreign direct investments capable of transferring and localizing technology. This, in turn, enhances resource utilization efficiency, increases local economic productivity, and improves competitiveness in the global economy. From the inferred information, the development achieved in the management of infrastructure and the knowledge economy, coupled with advancements in scientific, technical, and technological research, plays a pivotal role in finding suitable technology for the national economy. It also involves developing and adapting technology imported from abroad and creating a skilled technical workforce capable of operating and maintaining it. These efforts reduce the costs associated with importing advanced technology for developing countries.
