المستخلص: يعرف العالم اهتماما بالغا وواسعا بالتنمية المستدامة وأمام هذا التطور الهائل للحياة البشرية الذي مس جميع المجالات وكنتيجة حتمية لتطور وظائف الدولة التي كانت منحسرة في الدفاع والأمن إلى وظائف جديدة عجزت الدولة عن تلبيتها وحدها مما أدى بها إلى إحداث سبل جديدة للاستجابة لمختلف متطلبات المواطنين، ومن هذه السبل إحداث النظم المحلية للتسيير وهو ما يعرف بالجماعات المحلية هذه الوحدات التي أخذت على عاتقها مسؤولية تحقيق التنمية المستدامة جنبا لجنب مع الدولة من خلال مختلف المخططات والبرامج والوظائف التي تخص التربية، التعليم، الصحة والاقتصاد الثقافة والبيئة... وهي المجالات التي تحقق من خلالها التنمية المحلية وبتالي التنمية الوطنية باعتبار هذه الوحدات جزء لا يتجزأ من الدولة.

Face au développement massif qui a touché tous les domaines de la vie humaine et à la faillite de l’Etat de répondre aux nouvelles fonctions, l’Etat a créé des nouveaux moyens pour répondre aux diverses exigences des citoyens. Parmi ces moyens les systèmes territoriaux ou les collectivités locales qui ont eu la responsabilité de développement local et national à travers différents régimes, programmes et fonctions qui font partie intégrante de l’état tels que l'éducation, l’enseignement, la santé, l’économie, la culture, et l'environnement.

The world is witnessing a significant and widespread interest in sustainable development. This development has affected all aspects of human life, leading to an evolution of state functions. The state, which was initially focused on defence and security, has expanded its functions to address new challenges. However, it became apparent that the state alone could not fulfil all the diverse requirements of citizens. As a response to this realization, one approach has been the creation of local management systems known as local groups. These units have taken on the responsibility of achieving sustainable development in collaboration with the state. They implement various plans, programs, and functions related to education, health, economy, culture, and the environment. These areas are integral to achieving both local and national development, as these units operate as essential components of the state. This abstract was translated by AlMandumah Inc.
