المستخلص: تناول البحث استراتيجية الإمبراطورية البيزنطية نحو قبائل البلغار من القرن الثامن وحتى بداية القرن الحادي عشر الميلادي. هدف البحث إلى توضيح أهم الخطط الاستراتيجية وأساليبها التي اتبعتها الإمبراطورية البيزنطية نحو قبائل البلغار وما آلت إليه تلك الاستراتيجية نحوهم استخدمت الباحثة المنهج العلمي التاريخي في تقصي الحقائق التي قامت عليها استراتيجية بيزنطة الخارجية حيث تناول البحث بالدراسة موقف الاستراتيجية البيزنطية من قبائل البلغار واستخدامها للاستراتيجية المتنوعة في مواجهة هذه الأخطار. وقد اعتمد البحث على المصادر التاريخية الأصلية وعلى رأسها كتابات بعض المعاصرين للأحداث فضلا عن عدد من المراجع والبحوث والمقالات التي تعرضت لجوانب من موضوع الدراسة. وقد توصل البحث إلى أهم النتائج منها إن الإمبراطورية البيزنطية قد اتبعت استراتيجيات متعددة اتسمت بين اللين والقوة حينا وبالشدة والمهادنة أحيانا وبالتحالف والخداع أحيانا كثيرة في سبيل عدم التضحية بأي شبر من أراضيها أو الزج بجيوشها في حرب لا طائل منها كما تعتبر قبائل البلغار من أشرس القبائل التي أحاطت بالإمبراطورية البيزنطية وشكلت العبء الأكبر وأقضت مضجعها لسنوات ونكلت بها بل وصل بأحد ملوكها أن ترنوا عيناه نحو العرش البيزنطي. كما اختلف البلغار عن بقية القبائل بكونهم قبائل استقرت وأحدثت نوعا من الحضارة بين أبنائها وما قدمته من خدمات جليلة للاستراتيجية البيزنطية عندما لم تكن الكفة ليست في صالحها عبر تاريخها الطويل.

The research dealt with the strategy of the Byzantine Empire towards the Bulgar tribes from the eighth century until the beginning of the eleventh century AD. The aim of the research is to clarify the most important strategic plans and methods that were followed by the Byzantine Empire. Byzantine towards the Bulgar tribes and what that strategy led to them. The researcher used the historical scientific method to investigate the facts on which the foreign strategy of Byzantium was based. Where the research dealt with the study the position of the Byzantine strategy towards the Bulgarian tribes and its use of the various strategies in facing these dangers. The research relied on the original historical sources, especially the writings of some contemporaries of the events, as well as a number of references, research and articles that dealt with aspects of the subject of the study. The research reached the most Important results, including that the Byzantine Empire had followed multiple strategies that were characterized by softness and strength at times, severity and appeasement sometimes, alliance and deception often In order not to sacrifice any inch of their lands or to plunge their armies into a useless war, as the Bulgar tribes are considered one of the fiercest tribes that surrounded the Byzantine Empire and formed the greatest burden and put it to sleep for years and abused it, even one of its kings arrived to turn his eyes towards the Byzantine throne. The Bulgarians also differed from the rest of the tribes in that they were tribes that settled and created a kind of civilization among their sons and that they provided great services to the Byzantine strategy when the balance was not in their favor throughout its long history.
