تنطلق هذه الورقة من حقيقتين: الأولى، مفادها أن الدولة الإسلامية منفتحة ومنفعلة مع الآخر باعتبار أنها تحمل رسالة الإسلام إلى البشرية كافة وبالتالي الدخول في علاقات مع الدول الأخرى سعيا وراء تحقيق أهداف محددة مرتبطة بوجودها في عالم الشهادة، فهي ليست كبقية الدول في أهدافها ووسائلها على الرغم من أنها قد تلتقي مع غيرها في الأسلوب والطريقة ولكنها تختلف في الأهداف والوسائل. أما الحقيقة الثانية، فهي أن مناهج البحث في الدراسات الإسلامية تعاني إشكالات بحيث أنها ما زالت منغلقة على دراسة المواضيع المرتبطة بالتوحيد والعبادات وحتى أن انفتحت فأنها تغلق نفسها في اجتهادات الأولين دونما نظر لمقتضيات الواقع. وتعنى هذه الورقة بالدرجة الأولى بالاهتمام بقضايا المنهج التي تشكل ضرورات التناول وفق أبجديات تأخذ في الحسبان عدم الوقوف في البحث في هذه العلاقات على مصدر واحد يتمثل في دراسة التفاعلات فقط، بل لا بد من أن يتعدى هذا المنهج درجات الآفاق التنظيرية ومداها، والتي تؤكد ضرورة نسبة الرؤية الإسلامية للسياسة الخارجية إلى الحقائق الكلية التي تشكل قواعد رؤية عقدية تجاه الإنسان والكون والحياة. بحيث لا تقتصر على مجرد هذه العناصر (الإنسان والكون والحياة) بل تنسحب إلى ما يتعلق بالمقاصد الكلية العامة للشريعة التي تبحث في جواهر الأفعال لا أشكالها فحسب، ورؤية كلية تتعلق بالسنن الحاكمة والضابطة للحركة الحضارية، كل ذلك في ضوء عناصر هذه الرؤية وإسهاماتها في بناء مجموعة أو منظومة من الأنساق القياسية والمفاهيم الأساسية والمطلبية. وتسعى هذه الورقة إلى طرح أسس نظرية وعلمية سليمة لمنهجية دراسة السياسة الخارجية من وجهة النظر الإسلامية وذلك ببيان مناهج البحث الخاصة بالسياسة الخارجية الإسلامية من خلال تناول المرجعيات الأساسية لدراستها، والتي تتمثل في المصادر الأصلية، القرآن الكريم والسنة النبوية المطهرة، واستعراض المصادر الثانوية المتمثلة التاريخ الإسلامي وتعامل الدولة الإسلامية مع مقتضيات التفاعل الخارجي، ثم الآراء الفقهية والعرف. وستطرح الورقة وصفا للضوابط والمحاذير التي ترتبط بمنهج وأصول أدوات دراسة السياسة الخارجية الإسلامية، من الأصول المتمثلة في القرآن والسنة باعتبارهما المصدرين الرئيسين، وبخاصة التفسير الموضوعي، إلى جانب المصادر التابعة المتمثلة رؤية التاريخ وحوادثه ورؤية الفكر وتطوره على تفاعل فيما بينها.
This paper proceeds from two facts: First, that the Islamic State is open and excited with the other as it carries the message of Islam to all humanity and thus enter into relations with other countries in pursuit of achieving specific goals linked to its existence in the world of martyrdom, it is not like other countries in its goals and means, although it may meet with others in style and method, but it differs in goals and means. The second fact is that research methods in Islamic studies suffer from problems so that they are still closed to the study of topics related to monotheism and worship, and even if they open, they close themselves in the jurisprudence of the first two without considering the requirements of reality. This paper is primarily concerned with paying attention to the issues of the methodology that constitute the necessities of dealing according to the Basics that take into account not to stand in the research in these relationships on one source is the study of interactions only, but this approach must exceed the degrees of theoretical horizons and their extent, which emphasizes the need to attribute the Islamic vision of foreign policy to the overall facts that constitute the bases of a doctrinal vision towards man, the universe and life. So that it is not limited to just these elements ( Human The universe and life) but also withdraws to what is related to the purposes of the general college of Sharia, which examines the essences of actions, not only their forms, and a holistic vision related to the ruling and controlling norms of the civilized movement, all in the light of the elements of this vision and its contributions to building a set or system of standard formats and basic concepts and demands. This paper seeks to put forward sound theoretical and scientific foundations for the methodology of studying foreign policy from the Islamic point of view by explaining the research methods for Islamic foreign policy by addressing the basic references for its study, which are the original sources, the Holy Qur’an and the Sunnah of the Prophet, and reviewing the secondary sources of Islamic history and the Islamic state’s dealing with the requirements of external interaction, then jurisprudential opinions and custom. The paper will present a description of the controls and caveats that are related to the method and origins of the tools for studying Islamic foreign policy, from the origins represented in the Qur’an and Sunnah as the main sources, especially objective interpretation, as well as the affiliated sources represented by the vision of history and its incidents and the vision of thought and its development on the interaction between them.
