المستخلص: This study aims to structure a proposal for the teacher preparation system and student admission criteria to the faculty of education at Misurata University. The study adopted the comparative method considering George Bereday's entry, which focuses on collecting data about the educational systems and investigating the similarities and differences in each of the compared countries in an accurate and systematic way. The researchers studied the qualities of teacher preparation systems in Finland and Qatar and analyzed the criteria of student admission in these countries. They compared the Finnish`s and Qatari`s education systems with the Libyan one. Taking the results of the study into consideration, the researchers recommended the following: (1) personal, leadership, and professional skills should be included within admission requirements. (2) Teacher education systems should vary to correspond with the learning stages in schools and with the scientific specializations, (sequential system could be applied for primary teacher education), and (integrative system for preparatory and secondary teacher preparation).
