المستخلص: هدفت هذه الدراسة بشكل أساسي إلى دراسة واقع مكتبات كليات جامعة تشرين في ضوء أهم معايير الجودة التي اعتمدتها جمعية مكتبات الكليات والبحوث الأمريكية ACRL والمعيار العربي الموحد للمكتبات الأكاديمية، والتعرف على أوجه القصور في تطبيق هذه المعايير، وإلقاء الضوء على أهم الصعوبات التي تحد من عملية تطبيقها، واعتمد الباحث على المنهج الميداني في دراسته، وأظهرت نتائج الدراسة أن تطبيق مكتبات كليات جامعة تشرين لمعايير الجودة العربية والدولية كان بمستوى متوسط، وكان نقص الموارد المالية في المرتبة الأولى بالنسبة للصعوبات التي تحد من تطبيق معايير الجودة، في حين أتى في المرتبة الثانية "عدم وجود الدعم الكافي من قبل الإدارة العليا" و"غياب الإدارة الفاعلة للموارد البشرية في الجهاز الإداري والفني للمكتبات"، وأوصت الدراسة بضرورة إعادة هيكلة مكتبات جامعة تشرين بما يتناسب مع معايير الجودة للمكتبات وذلك من خلال توفير البنية التحتية لتكنولوجيا المعلومات، والقيام بورش تدريبية في مجال الجودة للعاملين في مكتبات جامعة تشرين بالتعاون والتنسيق بين مركز الجودة والمكتبة المركزية والتي من شأنها تطوير الأداء وتحقيق الكفاءة في تقديم الخدمات.

This study mainly aimed to study the reality of Tishreen University libraries in light of the most important quality standards adopted by the American Colleges and Research Libraries Association ACRL and the Unified Arab Standard for Academic Libraries, in order to identify the shortcomings in the application of these standards, and to shed light on the most important difficulties that limit the process of their application. The researcher relied on the field approach in his study, and the results of the study showed that the application of the libraries of Tishreen University faculties to Arab and international quality standards was at an average level, and the lack of financial resources was in the first place in relation to the difficulties that limit the application of quality standards, While came in second place “the lack of sufficient support from the senior management” and “the absence of effective management of human resources in the administrative and technical apparatus of libraries”, and the study recommended the need to restructure the libraries of Tishreen University in proportion to the Quality standards for libraries by providing information technology infrastructure, and conducting training workshops in the field of quality for workers in Tishreen University libraries in cooperation and coordination between the Quality Center and the Central Library, which will develop performance and achieve efficiency in providing services.
