|a تتناول هذه الورقة البحثية موضوع التكامل بين المؤسسات العلمية التي تعتبر أهم مؤسسات النخبة في المجتمع وعلاقتها بالمحيط الذي يعد مكملا أساسيا العملية الوعي الحاصل بين أفراد المجتمع وعمليات التطور التكنولوجي، الجامعة بما لديها من كفاءات وأطر وقدرات فعالة هي تساهم في بناء المجتمع، لذلك وجب أن تهيأ لها كل الوسائل المادية والمعنوية لتحيا وتنمو وتزدهر وتتكيف مع التغيرات العالمية. فالتعليم الجامعي هو الرصيد الاستراتيجي لأس مجتمع الذي يلبي احتياجاته من الكوادر البشرية للنهوض بأعباء التنمية وما يوفره من رؤية علمية وفنية حول القضايا المتعلقة بكافة مجالات العمل الوطني، فهو يسهم في نشر المعرفة لإيجاد حلول المشكلات الاجتماعية، لذلك كان التعليم الجامعي ضرورة عصرية تساير. الركب الحضاري وهو بمثابة الطليعة التي تنهض بالمنظومة التربوية والمجتمعية ككل لذا وجب دمجها تكامليا بين الجامعة والمحيط للوصول إلى أرقى المجتمعات.
