المستخلص: أصبح التحول الرقمي وممارسة الإدارة الإلكترونية من التوجهات العالمية المعاصرة، والتي يجب السير نحوها من أجل مزيد من السرعة في إنجاز المهام والمعاملات، ومن أجل توفير الوقت والجهد وخفض التكاليف، ومن أجل تحقيق كفاءة وفاعلية أكثر في كل المهام والأعمال المطلوب إنجازها. وهذا التحول الرقمي هو من دعامات تطبيق ونجاح الإدارة الإلكترونية، لما يقدمه من نظم وإجراءات تكنولوجية تسهل ممارسة هذا النمط الإداري الحديث نسبيا. والإدارة الإلكترونية تعكس البعد الحضاري الذي نعيشه، وكيفية تطويع المنظومة الإلكترونية لخدمة المهام الإدارية؛ فلقد أصبح العالم الافتراضي الرقمي متداخلا في كل شيء، وينبغي الاستفادة من ذلك في سبيل تحقيق انطلاقة في الشركات والمؤسسات. وتعد الإدارة الإلكترونية إحدى الممارسات الحديثة نسبيا المطروحة على الساحة الإدارية، والتي تسعي كثير من الشركات والمؤسسات والمنظمات وأجهزة الحكومة المختلفة لتبنيها وتطبيقها. ومن أسباب دواعي التحول للإدارة الإلكترونية على سبيل المثال: هو الرغبة في تحسين أداء المنظمات، والتواصل السريع مع العملاء والمستهلكين والموردين، وتقديم نماذج جديدة من الخدمات الإلكترونية، وتوفير الوقت والجهد وخاصة في حالة بعد الأماكن، وتطبيق ثقافة الإدارة بلا أوراق، وفي ظل ما يواجهه العالم من الحين إلى الآخر من أزمات وجوائح تضطر كثير من المنظمات إلى الغلق بشكل جزئي، والتركيز على العمل عن بعد، والتواصل الرقمي وتطبيق أو ممارسة الإدارة الإلكترونية. والبحث الحالي يهدف إلى إلقاء الضوء على ماهية التحول الرقمي من حيث: التعريف والخصائص والفوائد والأهمية. أيضا تم شرح ماهية الإدارة الإلكترونية، وذلك من حيث: الأهداف والأهمية والخصائص والمجالات. ثم قدم البحث عرضا لأساسيات ومراحل الإدارة الإلكترونية، وتم رصد عدد من المعوقات والتحديات التي تواجه الإدارة الإلكترونية. أيضا تم عرض عدد من البحوث والدراسات السابقة المرتبطة بموضوع تطبيق أو ممارسة الإدارة الإلكترونية، مع التعقيب عليها.

Digital transformation and the practice of electronic management have become contemporary global trends, which must be followed in order to speed up the completion of tasks and transactions, in order to save time and effort and reduce costs, and in order to achieve more efficiency and effectiveness in all tasks and work to be accomplished. This digital transformation is one of the pillars of the application and success of electronic management, because of the technological systems and procedures it provides that facilitate the practice of this relatively modern administrative style. Electronic management reflects the civilized dimension in which we live, and how to adapt the electronic system to serve administrative tasks. The digital virtual world has become intertwined in everything, and this should be taken advantage of in order to achieve a breakthrough in companies and institutions. E-management is one of the relatively recent practices on the administrative scene, which many companies, institutions, organizations and various government agencies seek to adopt and apply. Among the reasons for the transformation of electronic management, for example: is the desire to improve the performance of organizations, and rapid communication with customers, consumers and suppliers, and provide new models of electronic services, and save time and effort, especially in the case of remote places, and apply the culture of paperless management, In light of the crises and pandemics the world faces from time to time, many organizations are forced to close partially, focus on remote work, digital communication, and the application or practice of electronic management. The current research aimed to shed light on what digital transformation is in terms of: definition, characteristics, benefits and importance. Also, the nature of electronic management was explained in terms of: objectives, importance, characteristics and fields. Then the research dealt with a presentation of the basics and stages of electronic management, then a number of obstacles and challenges facing electronic management were monitored. Also, a number of previous researches and studies related to the application or practice of electronic management were presented, with comments on them.
