|a تهدف هذه الدراسة إلى البحث في إصلاح التعليم العالي في العراق في ضوء التحولات العالمية. باستخدام التحليل الاستقرائي لوثائقيات معلومات هذه الظاهرة تفترض أن المشكلة مؤسسية تشريعية أكثر منها اقتصادية. تتطلب قرارات الإصلاحات مراجعة واقع التعليم العالي في العراق والمسؤوليات إصلاح في ضوء التجربة الدولية، في حال القرار بالإصلاح فعلا. توقف البحث عند قياس التقدم في محاولات الإصلاح التي تخلف معها التعليم العالي واتجاهاتها والتأكيد على التمويل، بداية لجملة من التغييرات اللاحقة. تقترح الدراسة طريقا للإصلاح في اعتماد الكفاءة العلمية والكفاية الاجتماعية بدلا من الرعاية المجتمعية، والتواصل العلمي العالمي، وموازنة للبحث والتطوير، ونتاجات الكادر العلمي والوظيفي، والتعاون الدولي المشترك في الاستثمارات البحثية.
|b In the light of global transformations the paper aims to investigate the reform of higher education in Iraq. Implementing the inductive analysis of the information documentaries of this phenomenon, it is assumed that the problem is institutional and legislative rather than economic one. Understanding reform decisions require a review of the reality of higher education in Iraq and the responsibilities in light of international experience, in the event that the decision to reform is actually made. The work stands at measuring the progress in the reform attempts that left behind higher education and trends. An emphasis is on funding, as a start for a number of subsequent changes. The research proposes a way of reform in adopting scientific competence and social competence instead of community sponsorship, global scientific communication, a budget for research and development, scientific and professional staff outputs, and joint international cooperation in research investments.
