|a تتغيا هذه الدراسة معالجة مسألة تركيز الكثير من الأدبيات النظرية وتجارب الدول الديمقراطية على أن للمؤسسة البرلمانية وظائف جمة تنحصر فيما هو دستوري وقانوني، وكذا أداء سياسي ينعكس على مجمل مكونات العملية السياسية ومرتكزاتها، والتي من الممكن عدها في محدد الثقافة السياسية والأحزاب السياسية وكذا العمليات الانتخابية، إلى جانب محددات أخرى مهمة جالبة للاستقرار السياسي والنمو الاقتصادي كمسألة الشرعية وتفعيل التنمية، ولقد عكفت هاته الورقة على مناقشة طبيعة الأداء البرلماني في الجزائر وانعكاساته السياسية والاقتصادية، بدراسة نسقية محضة تعنى بدراسة مدخلات ومخرجات هاته المؤسسة، وخلصت الورقة إلى أن البرلمان في الجزائر حتى وإن قام بأدواره من الناحية الدستورية الظاهرية، إلا أن انعكاساته على مخرجات العملية السياسية يظهر عليها الكثير من الإيجابيات، ويتبين فيها الكثير من الأعطاب والسلبيات التي وجب توصيفها وتبيانها عند إرادة دراسة التجربة البرلمانية في الجزائر.
|b This study aims to address the issue of the focus of much of the theoretical literature and the experiences of democratic countries on the fact that the Parliamentary Institution has many functions limited to what is constitutional and legal, as well as political performance that is reflected in the overall components of the political process and its foundations, which can be counted in the specifics of political culture and political parties as well as electoral processes. In addition to other important determinants that bring about political stability and economic growth, such as the issue of legitimacy and activating development, this paper has focused on discussing the nature of parliamentary performance in Algeria and its political and economic repercussions, with a purely systematic study concerned with studying the inputs and outputs of this institution. The paper concluded that parliament in Algeria, even if it Its roles appear from a superficial constitutional perspective, but its impact on the outcomes of the political process shows many positives, and many defects and negatives that must be described and clarified when studying the parliamentary experience in Algeria.
