|a يعرض البحث فقرات مقاييس جودة المكتبات الجامعية التابعة لمؤسسات التعليم العالي بالدول العربية المعلنة رسميا، وفق أدلة وتعليمات متفق عليها استنادا إلى ما جاء في دليل اتحاد الجامعات العربية، والاطلاع عليها ثم مقارنتها بمقياس طبقته وزارة التعليم العالي والبحث العلمي العراقية عام ۲۰۱۷ في الجامعات العراقية ومن ضمنها جامعة تكريت، وقبل صدور دليل الوزارة عام ۲۰۱۸، وكانت النتيجة أن الاختلاف كبير من حيث عدد الفقرات ودقة العبارات وشموليتها، المرجو من هذه الفقرات ليس التقويم المؤسسي فحسب بل لغرض التنمية المستدامة وتشخيص الخلل ومعالجته.
|b The research aims to present the paragraphs of the quality standards of university libraries affiliated with Arab higher education institutions, officially announced according to agreed upon guides and instructions based on what was stated in the guide of the Association of Arab Universities, and to review them and then compare them with a standard applied by the Iraqi Ministry of Higher Education and Scientific Research in 2017 in universities. Iraqi universities, including Tikrit University, before the ministry’s guide was issued in 2018. The result was that there was a large difference in terms of the number of paragraphs, the accuracy of the statements, and their comprehensiveness, and that the purpose of these paragraphs is not only for the purposes of institutional evaluation, but also for the purposes of sustainable development and diagnosing and treating the defect.
