|a حاولت إثيوبيا استغلال التطورات الراهنة، وأبرمت في الأول من يناير 2024 م مذكرة تفاهم ثنائية مع سلطات الحكم بإقليم أرض الصومال. وبموجب هذا الاتفاق تحصل إثيوبيا على فرصة للوصول إلى ميناء بربرة على الساحل الجنوبي لخليج عدن عند مدخل البحر الأحمر، بما يحقق لأديس أبابا امتيازات عسكرية واقتصادية وجيو -سياسية، في مقابل منح هيئات الحكم بأرض الصومال حصة من أسهم شركة الخطوط الجوية الإثيوبية. والأهم من ذلك التزام الاعتراف الرسمي باستقلال الإقليم عن الصومال والتعامل معه دولة مستقلة. وقد أثار هذا التفاهم جدلا واسعا، وطرح عديدا من التساؤلات حول تأثيراته وتداعياته الاستراتيجية على منطقة القرن الإفريقي، وعلى مكانة إثيوبيا الإقليمية ومصالح القوى المتنافسة في هذه المنطقة، وهي التساؤلات التي ستحاول هذه الدراسة أن تعالجها.
|b Ethiopia seized an opportunity amidst ongoing developments by striking a bilateral memorandum of understanding with authorities in the Somaliland region on January 1, 2024. This agreement grants Ethiopia access to the port of Berbera, situated on the southern coast of the Gulf of Aden at the entrance to the Red Sea. In return, Somaliland’s governing bodies received stakes in Ethiopian Airlines, alongside an official recognition of the region’s independence from Somalia and acknowledgment as a sovereign state. This agreement has stirred considerable debate and raised questions about its implications and strategic impact on the Horn of Africa region. This study aims to explore the effects of this understanding on Ethiopia’s regional standing, as well as the interests of other influential powers in the area.
