المستخلص: يعد الأرز من أهم محاصيل الحبوب الرئيسية، حيث بلغ متوسط المساحة المزروعة بالأرز في مصر خلال الفترة (۲۰۱۷- ۲۰۱۹) حوالي 1.15 مليون فدان، في حين بلغ متوسط الإنتاجية الفدانية حوالي ٣,٧ طن، وقدر متوسط الإنتاج الكلي من الأرز بحوالي ٤,٣ مليون طن في السنة خلال نفس الفترة، وتمثلت مشكلة البحث في التباين الكبير في ارتفاع تكاليف نقل الأرز بين محافظات الإنتاج والاستهلاك، واستهدف البحث التوصل لأفضل النماذج لنقل وتوزيع الإنتاج من الأرز خلال عام ۲۰۱۹ من المحافظات التي بها فائض من الأرز إلى المحافظات التي بها عجز بما يحقق تدنية مسافات النقل التسويقية الإجمالية بين تلك المحافظات. واتضح أن محافظات البحيرة، والغربية، وكفر الشيخ، والدقهلية، ودمياط، والشرقية، وبورسعيد بها فائض، وباقي محافظات الجمهورية بها عجز في إنتاج الأرز يساوي كمية الفائض. وأوضحت نتائج نموذج النقل والذي يحقق الحد الأدنى لإجمالي مسافة نقل الأرز من محافظات الفائض إلى محافظات العجز عام ۲۰۱۹ وبالتالي يحقق الحد الأدنى من إجمالي تكاليف النقل بين تلك المحافظات والبالغ نحو ٣٠٥ مليون جنيه. وأوصت الدراسة بالعمل على تدنية مسافات النقل بين محافظات الفائض ومحافظات العجز، مما يحقق تدنية تكاليف النقل، وتوفير السلعة بأسعار مناسبة وجودة مناسبة.

Rice is one of the most important major cereal crops. and it is considered one of the main export crops in Egypt. It is also considered one of the main food crops on which many of the world’s population in general. and Egypt in particular depend on it. The average area planted with rice in Egypt during the period (2017-2019) About 1.15 million feddans. while the average feddan productivity was about 3.7 tons. And the average total production of rice was estimated at about 4.3 million tons during the same period. The research problem was represented in the great discrepancy in the high costs of transporting rice between production and consumption governorates. While the research aimed to arrive at the best models for transporting and distributing production of rice during the year 2019 from the governorates of surplus (supply) to governorates of deficit (demand). in order to achieve low transportation distances. Total marketing between those governorates. and by studying rice production at the level of the governorates of the Republic. It became clear that the total production of the republic amounted to about 3.37 million tons during the year 2019. from which Dakahlia governorate achieved an estimated rate of about 29.2% of the republic's production. followed by the governorates of Kafr El Sheikh. Sharkia. Beheira. Gharbia. Damietta. Port Said and Qalyubia. at rates of 22.06%. 20.06%. 14.39%. 7.25%. 3.68%. 1.54% of the total of the Republic. in the same order. The production of the eight governorates represents about 98.2% of the total production of the republic. and the production of the remaining governorates represents about 1.8% of the total production of the republic. The surplus and deficit were estimated and calculated in the governorates of the Republic. by subtracting the amount of consumption from the quantity of production in each governorate. It turned out that the governorates of Beheira. Gharbia. Kafr El- Sheikh. Dakahlia. Damietta. Sharkia. and Port Said 264.3, 67.3, 622.8, 751.8, 71, 420.9, 25.7 thousand tons. respectively. have surplus. And it became clear that the rest of the governorates of the Republic have a deficit of rice consumption equal to the amount of the surplus.

The results of the transportation model. which achieve the minimum total distance for transporting rice from surplus governorates to deficit governorates in 2019. thus achieves the minimum total transportation costs between those governorates. which amount to about 305 million pounds. As this model proposes to transfer the surplus of the Beheira governorate to the governorates of Alexandria. Fayoum. and Matrouh. While the surplus was transferred from Gharbia Governorate to Monufia Governorate. As for the surplus of Kafr El Sheikh. the model proposes a transfer to the governorates of Menoufia. Beni Suef. Assiut. Sohag and Qena. While the surplus of Dakahlia Governorate is transferred to the governorates of Qalyubia. Giza. Beni Suef. Minya. Luxor. Aswan and the Red Sea governorates. As for the surplus of Damietta Governorate. it is transferred to the governorates of Giza. Fayoum. and North Sinai. It also became clear that the surplus of the Sharkia governorate was transferred to the governorates of Ismailia. Suez. Qalyubia. Cairo. and South Sinai. The surplus of the governorate was also transferred to the governorates of Ismailia and New Valley. The study recommends the following: 1- Those responsible for the supply policy must follow methods based on statistical methods and methods of operations research in studies dealing with the logistics of transporting and storing food commodities. so that methods of providing these commodities with citizens are achieved in easy ways and at transportation costs low to the maximum degree. 2- Accurate data must be provided on all activities of the logistics of transporting and storing food commodities. including the rates of use of the various means of land. river. and rail transport. and the costs of transportation by each means. in order to conduct accurate economic studies that are used in changing the transportation. storage and distribution policies.
