|a أصبحت ظاهرة التغير المناخي تشكل أحد أكبر التهديدات لحياة الإنسان وأمنه وبقائه في هذا العالم، خاصة بعدما حذر خبراء المناخ من ارتفاع متوسط درجة حرارة الغلاف الجوي وكذا المحيطات، وهذا بفعل التركيزات المتراكمة للغازات الدفيئة الحالية والمستقبلية في الغلاف الجوي وكذا النشاطات البشرية المتنامية منذ النصف الثاني من القرن العشرين، ووفقا لتقارير مجلس حقوق الإنسان فإن كافة حقوق التي يتمتع بها الإنسان معرضة لهذه التداعيات المناخية وتتأثر بالاحتباس الحراري إضافة إلى ذلك قد تهدد هذه التغيرات حقوقا معينة كالحق في الحياة والغذاء الكافي وكذا الحق في الصحة والحق في التواجد في بيئة سليمة.. إلخ من الحقوق.
