|a إن التلوث البيئي أصبح من الظواهر التي بدأت تأخذ صدى كبيرا في الوقت الحاضر وتتقدم على جداول وأجندات الدول والحكومات في العالم أجمع، حيث تعتبر من أكبر التحديات البيئية في الناحيتين الاقتصادية والاجتماعية، بسبب التوسع العمراني وظهور بعض الصناعات المعقدة التي أدت إلى تلويث البيئة والتوسع في استخدام الآلات، وهذا بدوره أدى إلى توسع الضرر البيئي الذي يؤدي إلى فرض المسؤولية على من قام بهذا الضرر والالتزام بدفع التعويض.
