المستخلص: Emerging crimes, previously known offenses that have adapted to modern times, have evolved due to scientific, technological, political, and economic advancements, as well as changes in international relations. These factors have contributed to their rapid spread and development, making it increasingly challenging for law enforcement agencies to investigate and combat them effectively. This has necessitated the search for additional means to address these crimes, including the involvement of civil society. Crime is a social phenomenon that can only grow and thrive within a community, so civil society plays an essential role in combating and preventing it by strengthening its capacities and encouraging whistleblowing.
