المستخلص: اهتمت العديد من دول العالم بإنشاء مراكز لوجستية بموانيها أو بالقرب منها بهدف تشجيع الاستثمارات المحلية والأجنبية لما لها من تأثير إيجابي على رفع معدلات النمو وخلق فرص عمل وزيادة الصادرات، وتهدف الورقة البحثية إلى معرفة دور محددات إنشاء المراكز اللوجيستية للمحاصيل الزراعية الجافة على رفع كفاءة الأداء اللوجيستي وذلك بدراسة تطبيقية على ميناء دمياط ومعرفة مدى صحة الإطار النظري لمحددات إنشاء المراكز اللوجيستية للمحاصيل الزراعية الجافة التي تم التوصل إليها من الدراسات السابقة والتجارب الناجحة في إنشاء المراكز اللوجيستية والتصديق عليه في ضوء مخرجات الدراسات السابقة التي أوضحت محددات إنشاء المركز اللوجيستي وفقاً للمعايير الستة لمؤشر الأداء اللوجيستي. وهي البنية التحتية المتعلقة بالتجارة والنقل والجمارك وإدارة الحدود، وجودة الخدمات اللوجستية، وحسن توقيت الشحنات، والقدرة على التتبع والتعقب، وتوافر الشحنات الدولية بأسعار تنافسية. بالإضافة إلى وضع حلول لأهم المشكلات والمعوقات التي تعوق من إنشاء المراكز اللوجستية بميناء دمياط. وذلك من خلال تصميم استبيان يتم توزيعه على العاملين بميناء دمياط (مقدمي الخدمة) وتصميم استبيان يتم توزيعه على شركات الشحن والتفريغ الخاصة بالمحاصيل الزراعية الجافة (متلقي الخدمة)، لكي يتم اختبار النموذج المفاهيمي التي تم التوصل إليها من الدراسات السابقة لمعرفة مدى إمكانية تطبيقه عملياً والخروج بخارطة طريق لتنفيذ النموذج العملي الذي يتم تطبيقه بميناء دمياط. كما تستعرض الورقة البحثية نتائج الاستبيان التي تم توزيعها يدوياً على كل من موظفي وعملاء الشحن والتفريغ بميناء دمياط والتي تم تحليله باستخدام البرنامج الإحصائي SPSS لاختبار صحة فروض الدراسة حيث أظهرت نتائج الدراسة أن هناك علاقة ذات دلالة إحصائية بين محددات إنشاء المراكز اللوجستية وجودة الخدمات اللوجستية للمحاصيل الزراعية الجافة.

Many countries of the world have been interested in establishing logistics centers in or near their ports in order to encourage domestic and foreign investments because of their positive impact on raising growth rates, creating job opportunities and increasing exports. The research paper aims to identify the role of the determinants of the establishment of logistic centers for dry agricultural crops in raising the efficiency of logistics performance through an applied study on the port of Damietta. The paper also aims to validate the theoretical framework for the determinants of the establishment of logistic centers for dry agricultural crops in accordance with previous studies, and successful experiences in the establishment of logistics centers, in addition to the (6) criteria of the Logistics Performance Index (LPI); trade and transport infrastructure, customs and border administration, quality of logistics services, timeliness of shipments, the ability to track and trace, availability of international shipments at competitive rates. Moreover, solutions are proposed for problems and obstacles encountering the establishment of Logistics Centers in Damietta Port. The above-mentioned aims are achieved by designing a questionnaire to be distributed to Damietta Port Personnel (service providers) and designing a questionnaire to be distributed to shipping and unloading companies for dry agricultural crops (customers). The questionnaires test the conceptual model that was reached from previous studies to examine the extent to which it can be applied in practice and come out with a roadmap for the implementation of the practical model that is being applied in the Port of Damietta. The research paper also reviews the results of the questionnaire that was distributed manually to each of the employees and customers of loading and unloading in the Port of Damietta. The SPSS statistical program was used analyze the results of the questionnaire and to test the validity of the study hypotheses. The results of the study showed that there is a statistically significant relationship between the determinants of establishing logistics centers and the quality of logistics of dry agricultural crops.
