استهدف البحث التعرف على التقييمات الاستراتيجية لواقع استخدام بطاقة الأداء المتوازن ودورها في الارتقاء بمنظومة الشباب والرياضة، واستخدم الباحث المنهج الوصفي باستخدام الأسلوب المسحي، وتمثل مجتمع البحث في عدد (۲۱٤) فرد من العاملين بمديرية الشباب والرياضة بمحافظة بورسعيد، قام الباحث بتحديد عينة البحث التي يمكن الاستفادة منها بالطريقة العمدية العشوائية وقوامها (۱۱۰) فرداً، بالإضافة إلى عدد (۳۰) فرداً من خارج العينة الأساسية كعينة استطلاعية، قام الباحث بالاطلاع وتحليل الوثائق والسجلات الخاصة بمديرية الشباب والرياضية بمحافظة بورسعيد للتعرف علي طبيعة وحجم مجتمع وعينة البحث التي يمكن التطبيق عليها من خلال سجلات المديرية للوقوف على أهم المحاور التي تنظم العمل داخلها، لتصميم الاستبيان قيد البحث، وأسفرت أهم الاستخلاصات إلي ما يلي توجد وسائل تكنولوجية حديثة تساعد العاملين على تحقيق الأهداف الاستراتيجية للمنظومة، مراقبة الأحداث المختلفة في البيئة المحيطة بالمنظومة للمحافظة علي التميز التنافسي، توقع التغيرات في البيئة المحيطة للمنظومة وكيفية التأقلم معها، بطاقة الأداء المتوازن تعمل كمنصة للتنويع المنفصل لبرامج المنظومة مثل الجودة وإعادة التصميم وخدمة المجتمع.
The research aimed to identify strategic assessments of the reality of using the balanced scorecard and its role in upgrading the youth and sports system. The researcher used the descriptive approach using the survey method. The research community consisted of (214) individuals. Among the employees of the Directorate of Youth and Sports in Port Said Governorate, the researcher determined the research sample that can be used by the intentional random method, and it consisted of (110) individuals, in addition to the number of (30) individuals. From outside the basic sample as an exploratory sample, the researcher viewed and analyzed the documents and records of the Directorate of Youth and Sports in Port Said Governorate to identify the nature and size of the community and the research sample that can be applied to through the records of the Directorate to find out the most important axes that organize the work within it, to design the questionnaire in question, and resulted in the most important Conclusions to the following: There are modern technological means that help workers achieve the strategic objectives of the system, monitor various events in the environment surrounding the system to maintain competitive excellence,
