تقدم الدراسة الراهنة تحليلا للمشاركة المجتمعية في إطار المجتمع المدني في مصر عن طريق دراسة أدوار الجمعيات الأهلية في مدينة بنها بمحافظة القليوبية. ولقد تمثلت أهداف الدراسة فيما يلي:- تحليل أدوار الجمعيات الأهلية في تحقيق المشاركة المجتمعية في مصر ويتفرع من هذا الهدف العام عده أهداف فرعية منها. - إلقاء الضوء على أهمية الجمعيات الأهلية كأحد المعالم الأساسية للمجتمع المدني في مصر. - الكشف عن طبيعة المتغيرات ذات الصلة بأداء الجمعيات الأهلية لأدوارها في مصر. - الكشف عن بعض المعوقات التي تحول دون أداء الجمعيات الأهلية لأدوارها. اعتمدت الدراسة على دراسة الحالة كأداة لجمع البيانات ولقد تم تطبيق الدليل على (۱۲) جمعية أهلية وتم اختيارهم من خلال مديرية الشؤون الاجتماعية والتضامن الاجتماعي داخل مدينة بنها. ولقد كشفت نتائج الدراسة عن الآتي:- 1- معظم الجمعيات الأهلية تسعى إلى تقديم الخدمات والرعاية الاجتماعية للفئات المحتاجة من خلال العديد من الأنشطة كفالة الأيتام والأرامل والمساعدات المادية. ٢- معرفه طبيعة المتغيرات التي تؤثر على عمل الجمعيات الأهلية ومعظمها متغيرات سلبية كعدم مساندة الدولة في الدعم المالي لهذه الجمعيات. 3- هناك العديد من المشكلات التي يعاني منها المجتمع منها غلاء الأسعار وعدم القدرة على تلبية الاحتياجات الأساسية من مأكل ومشرب وترتيبات زواج. ولقد خرجت الدراسة بالعديد من التوصيات من أهمها: ١- ضرورة تبني رؤية جديدة للقطاع الأهلي تسهم في إحداث التغير وتعمل على جذب المجتمع الخارجي بما يحقق التعاون الفعال. ٢- العمل على تطوير المنظمات الأهلية بحيث لا يقتصر دورها على الأنشطة والمساعدات الاجتماعية فقط، بل يتاح لها الكثير من الأنشطة الأخرى المذكورة في اللائحة ولا يقومون بتنفيذها. ٣- ضرورة توفير الدعم المالي من الدولة لهذه المنظمات للقيام بتلك الأنشطة المذكورة وخاصة فيما يتعلق بعدد من الجمعيات كانت تقوم الدولة بدعمها ولو بجزء بسيط ولكنها رفعت يدها عن ذلك الدعم.
The present study provides an analysis of community participation within the framework of the civil society in Egypt by examining the roles of the civil associations in the city of Benha in the governorate of Qalyubia The objective of the study: 1. Analysis of the roles of civil associations in achieving community participation in Egypt. This general objective has a number of sub-objectives. 1.1. Shed the light on the importance of civil associations as one of the main landmarks of Egypt's civil society. 1.2. To reveal the nature of the variables relevant to the performance of civil associations ' roles in Egypt. 1.3. Detection of certain obstacles that prevent the civil associations from achieving its roles. The study has based on the case study as a tool of data collection. The evidence has applied to 12 civil associations and they were selected through the Directorate of Social Affairs and Social Solidarity within the city of Benha. The results of the study have revealed the following: 1-Most of the civil associations endeavor to provide services and social care to needy people in many ways such as financial aids and guardianship of an orphans and widows. 2-Knowing the factors that impact the work of civil associations, most of which are negative factors, such as not receiving financial support from the state. 3-Many issues are plaguing society, including the rise in prices and the inability to fulfill basic needs like food, drinking, and marriage arrangements The study came out with many important recommendations: 1-In order to achieve effective cooperation, it is necessary to adopt a new vision for the private sector that is oriented towards change and attracting the outside community. 2-Promote the development of civil associations to expand their role beyond social and assistance activities, but they still fail to implement many other activities mentioned in the regulation. 3-The State's financial support should be provided to these organizations in order to carry out such activities, particularly with regard to a number of associations that the State has been supporting, even fraction, but it has desisted from doing it.
