|a يهدف البحث إلى معرفة ماهية الإدارة الإلكترونية، وبيان أهم جهود سلطنة عمان في تحقيقها، وإظهار مدى تطبيق الإدارة الإلكترونية في وزارة الأوقاف والشؤون الدينية في سلطنة عمان، وتكمن إشكالية البحث في ضرورة دراسة واقع الإدارة الإلكترونية في وزارة الأوقاف للوقوف على مساهمة الوزارة في تطبيقها، ومعرفة التحديات والوسائل المقترحة لعلاجها، وقد استخدم الباحث المنهج الاستقرائي التحليلي لمناسبته طبيعة البحث وأسفر البحث عن نتائج جوهرية، أهمها أن وزارة الأوقاف والشؤون الدينية في سلطنة عمان ساهمت بإيجابية وفاعلية في تطبيق الإدارة الإلكترونية، وتقديم خدمات إلكترونية بدرجة عالية من الاحترافية واستطاعت المنافسة في البرامج والتطبيقات الإلكترونية، حتى صارت وزارة الأوقاف ضمن المؤسسات الرائدة في هذا المجال، وأن واقع الإدارة الإلكترونية في وزارة الأوقاف في سلطنة عمان يشهد درجة عالية في تطبيق الإدارة الإلكترونية، ويؤكد على المساهمة الإيجابية للوزارة في التحول الرقمي بما يتوافق مع رؤية عمان ۲۰٤٠ م، ويوصي الباحث بمزيد من الدراسات حول الإدارة الإلكترونية في الوزارات والمؤسسات العمانية، وأن تقوم الهيئات العلمية والأكاديمية تبني المؤتمرات والفعاليات الداعمة لتطبيق الإدارة الإلكترونية، ويقترح الباحث على المسؤولين في وزارة الأوقاف والشؤون الدينية بمتابعة المستجدات في المعاملات الرقمية وبيان الأحكام والضوابط الشرعية المتعلقة بها.
|b The present research aims to discuss thoroughly what electronic administration is, to explain the most important efforts of the Sultanate of Oman to achieve it, and to show the extent of applying it at the Ministry of Awqaf (Endowments) and Religious Affairs. The importance of the research consists in studying the Ministry's contribution to its application, and in identifying the challenges and the means proposed to treat them. The analytical inductive method has been used since it suits the nature of the research. The results of the research has shown that the Ministry of Awqaf and Religious Affairs in the Sultanate of Oman contributed positively and effectively to the application of electronic administration; the Ministry provides electronic services with a high degree of professionalism; and it is so competitive that it has become one of the leading institutions in this field. The Ministry’s transformation into digitization is in accordance with Oman’s vision of 2040. The researcher recommends more studies on electronic management in Omani ministries and institutions. Scientific and academic bodies should adopt conferences and events supporting the application of electronic management. The researcher suggests that the Ministry should clarify the rulings and precepts related to digital transactions and their developments.
