|a تعد الدبلوماسية في النظام الدولي الراهن أداة لتنفيذ السياسة الخارجية، أو فن إرجاء القوة كملجأ أخير، وبمعنى أكثر اتساعا نستطيع أن نعتبر أن الدبلوماسية بأنها تلك الجسور التي تقام بين الأمم والشعوب بالصبر والإصرار وللدبلوماسية أهداف كبرى تتمثل في تجديد المصلحة المشتركة بين الدول لأجل تقريب الرؤى وتليين المواقف وتحقيق المصالح بين الأطراف المعنية، وإذا تعذر وجود هذه المصالح المشتركة والمتوازية تبقى الدبلوماسية الأداة الأكثر أهمية الإدارة عدم الاتفاق بين الدول، دون التصادم والصراع وتجنب استعمال القوة أو الحرب، أصبحت هذه الدبلوماسية بحاجة إلى أطراف وفاعلين متعددين من أجل تحقيق أهداف وأولويات السياسة الخارجية، ومن هنا تظهر أهمية الدبلوماسية الرسمية والدبلوماسية الموازية، وفاعلية المتدخلين والفاعلين فيها.
|b Diplomacy in the current International System is an instrument for the implementation of foreign policy or the art of postponing force as a last resort, and in a broader sense, we can consider diplomacy as those bridges between nations and peoples with patience and determination, Diplomacy has the major objectives of renewing the mutual interest of States in order to bring visions closer, solidify attitudes and achieve interests between the parties concerned. and, if these common and parallel interests cannot exist, diplomacy remains the most important tool for managing disagreement among States, without confrontation, conflict and avoiding the use of force or war, such diplomacy needs multiple parties and actors in order to achieve foreign policy objectives and priorities, Hence the importance of official and parallel diplomacy and the effectiveness of its interventions and actors.
