مما لا شك فيه أن "الانفصال" و"الإرهاب" وجهان لعملة واحدة، حيث إن حق تقرير المصير ألقى بثقله على الحياة القانونية والسياسية الدولية وأصبح يشكل محور العلاقات القانونية الدولية بعد الحرب العالمية الثانية في حالتي السلم أو الحرب، إلا أن مصطلحا آخر بدأ يطل علينا في خضم الأحداث والتطورات الدولية، وإن لم يكن هذا المصطلح حديثا إلا أنه في غياب محددات واضحة لهذا المصطلح فإنه يتغير تفسيره واستخدامه من زمان لآخر ومن مكان لآخر ألا وهو "الإرهاب" أو "العمليات الإرهابية" لذا سنقوم بدراسة إجراءات تحقيق الخطوط والزور الفرعي التي تشكل محور ورقتنا العلمية من خلال التطرق في المحور الأول: مفهوم حق تقرير المصير وامتدادات الإرهاب وفقا لأحكام القانون الدولي حيث سنتطرق "أولا" حق تقرير المصير" ميثاق الأمم المتحدة على أن نقوم بعد ذلك على تحديد مفهوم حق تقرير المصير وعلاقته بالإرهاب "ثانيا" أما بالنسبة للمحور الثاني فسنحاول التمييز بين الإرهاب والحق في تقرير المصير.
