|a عملت الإدارة العمومية المغربية على تبني المعطى الرقمي في بنيتها، وإعماله في تقديم خدماتها للمرتفقين وذلك من خلال مجموعة من المنصات الرقمية، خاصة الخدمات المرفقية ذات طبيعة اجتماعية من قبيل التعليم الصحة هذا من جهة ومن جهة ثانية، تم استحضار المعطى الرقمي في هذا الصدد كوسيلة لتبسيط المساطر والعمل الإداري في شموليته. بحيث إن التحول الرقمي قد يفضي على الفعل العمومي الإداري الشفافية والفعالية وحسن الأداء، وتقريب الخدمات الإدارية من المرتفقين في أفق البلوغ لدولة المنصة الرقمية التي تشكل "أنموذج" جديد للدولة والخدمات المرفقية. فتلكم عوامل ستمس ببنية المرافق العمومية التقليدية، وستساهم في تشكل قواعد قانونية جديدة للقانون الإداري وستؤسس لمنطق جديد ومغاير للخدمات المرفقية.
|b Morocco's public administration has undergone a significant digital transformation, marked by the introduction of various applications and e-portals to simplify the process of obtaining necessary documents for administrative procedures and access to basic public services in key areas such as education, vocational training, and healthcare. These strategies have accelerated the transformation of public utilities and increased the pace of digitization and dematerialization of administrative procedures. With the intention of reaching Government Digital Platform (GDP) is a new phenomenon in digital governance that transforms digital public services towards better quality and citizens' demands. Digital transformation strategies in the public sector can potentially revolutionise the public sector's operations by improving efficiency, increasing administration transparency, and enhancing government service delivery. It will contribute to the formation of new legal norms of administrative law and a new and different logic of utility services.
