|a لا شك أن حماية المنظومة الصحية الوطنية بشكل عام وضمان الحق في الصحة باعتباره حقا من حقوق الإنسان الأساسية بشكل خاص يستدعي ويستوجب وجود موارد بشرية كافية على جميع المستويات والأصعدة، لذا فإن بروز وتنامي ظاهرة هجرة الكفاءات الطبية للخارج، قد أحدث شرخا كبيرا في هذه الموارد، مما أثر سلبا على فعلية الحق في الصحة. من هذا المنطلق تولدت لنا الرغبة عن الكتابة في هذا الموضوع والبحث عن الأسباب الحقيقية الداعمة للهجرة، ومدى إمكانية وضع تدابير كفيلة للحد منها.
