المستخلص: Transparency has always been at the center of the concerns of public authorities in terms of the regulation of public deals in Morocco. And the dematerialization of procedures proves to be the most effective way to ensure this transparency. Thus, the new decree relating to public deals provides for a large number of measures and processes strengthening the transparency and dematerialization of open calls for tender offer from the preparation of the call for tender offer file until the award of the deal.

La transparence a toujours été au centre des préoccupation des pouvoirs publics en matière de la règlementation des marchés publics au Maroc. Et la dématérialisation des procédures s’avère être le moyen le plus efficace pour assurer cette transparence. Ainsi, le nouveau décret relatif aux marchés publics prévoit un grand nombre de mesures et de procédés renforçant la transparence et la dématérialisation des appels d’offres ouverts dès l’élaboration du dossier d’appel d’offres jusqu’à l’attribution du marché.
