المستخلص: Moroccan local authorities have a certain freedom to choose the method of managing public services. This freedom, which arises from the constitutional principle of free administration, allows decentralized entities to modulate their methods of managing local public services according to the service, objectives and available means. Thus, they can opt for direct management or for management delegated to the private sector. As they can opt for intermediate modes between both.

Les collectivités territoriales marocaines disposent d’une certaine liberté de choix du mode de gestion des services publics. Cette liberté, qui découle du principe constitutionnel de la libre administration, permet aux entités décentralisées de moduler leurs modes de gestion de services publics locaux en fonction du service, des objectifs et des moyens disponibles. Ainsi, elles peuvent opter pour une gestion directe ou pour une gestion déléguée au secteur privé. Comme elles peuvent opter pour des modes intermédiaires en les deux.
