|a يعتبر تحسين علاقة الإدارة بالمواطن أحد أهم مداخل إصلاح الإدارة، فجودة الإدارة العمومية وفعاليتها مرتبط بشكل أساسي بمدى استجابتها لتطلعات المواطن، وتنفيذا للتوجهات الملكية السامية التي دعت في العديد من المناسبات على كون خدمة المرتفق هي العنصر الأساسي في وجود الإدارة، وأن ارتقاء عمل الإدارة العمومية والرفع من جودة خدماتها ينبني على ضرورة الانطلاق من انشغالاته وانتظاراته، تم بتاريخ 19 مارس 2020 إصدار الظهير الشريف رقم 1.20.06 بتنفيذ القانون رقم 55.19 المتعلق بتبسيط المساطر والإجراءات الإدارية والذي تلاه في فترات متلاحقة مجموعة من النصوص التنظيمية المتعلقة بتطبيق مقتضياته. ويعتبر القانون رقم 55.19 مجموعة من المبادئ والقواعد الجديدة التي تنظم المساطر والإجراءات الإدارية المتعلقة بالقرارات الإدارية التي يطلبها المرتفقون من شخص اعتباري خاضع للقانون العام بما فيها الجماعات الترابية ومجموعاتها وهيئاتها. ويكتسي هذا القانون أهمية قصوى في مجال تحسين علاقة المرتفقين بالإدارة، حيث حدد مدلول المرتفق والإدارة والقرارات الإدارية، كما حدد القرارات التي يمكن للإدارة مطالبة المرتفقين بها، وقد نص على مجموعة من المبادئ الهادفة إلى تجويد المرفق العمومي

On March 19, 2020, Royal Decree No. 1.20.06 was issued implementing Law No. 55.19 relating to the simplification of administrative procedures and procedures, which was followed in successive periods by a set of regulatory texts related to the implementation of its requirements. Law No. 55.19 is a set of new principles and rules that regulate administrative procedures and procedures related to administrative decisions requested by servitudes from a legal person subject to public law, including territorial communities, their groups and bodies. This law is of utmost importance in the field of improving the relationship of servientes with the administration, as it defines the meaning of servitude, administration, and administrative decisions. It also specifies the decisions that the administration can demand from servientes, and it stipulates a set of principles aimed at improving the public facility.
