|a هدفت الدراسة إلى الوقوف على واقع الرقمنة والفجوة الرقمية في الجزائر من 2010 إلى 2024. واستخدمت مؤشرات دولية مثل مؤشر تنمية تكنولوجيا المعلومات والاتصالات ومؤشراته الفرعية المقدمة من الاتحاد الدولي للاتصالات لتحليل الفجوة. وكشفت الدراسة عن اتجاه إيجابي في مقاييس قياس مستوى الرقمنة في الجزائر مع مرور الوقت، بما في ذلك مؤشر جاهزية الشبكة، ومؤشر DiGix، ومؤشر IDI. إضافة إلى ذلك، فقد أظهر ارتفاعا في حجم التفاوت داخليا ومقارنة بالمستوى العالي. وشددت الدراسة على الحاجة الماسة إلى خطة واضحة المعالم للتحول الرقمي في الجزائر. وتعد مثل هذه الخطة ضرورية لتوجيه صناع السياسات وأصحاب المصلحة في تعزيز التقدم الاقتصادي والاجتماعي وتخفيف مخاطر الفجوة الرقمية بينها وبين الدول الأخرى.
|b The study aimed to examine the reality of digitization and the digital divide in Algeria from 2010 to 2024. It used international indicators such as the ICT Development Index and its sub-indices provided by the International Telecommunication Union to analyze the gap. The study revealed a positive trend in the measures measuring the level of digitization in Algeria over time, including the Network Readiness Index, the DiGix Index, and the IDI Index. Additionally, it demonstrated an increase in the magnitude of the disparity internally and in comparison to the world scale. The study underscored the critical need for a welldefined plan for digital transformation in Algeria. Such a plan is essential to guide policymakers and stakeholders in promoting economic and social progress and mitigating the risk of a digital divide between them and other nations.
