هدفت الدراسة الحالية إلى الكشف عن واقع ومعوقات مشاركة القطاع الخاص في تمويل مؤسسات التربية الخاصة بسلطنة عمان، ومن ثم التوصل إلى مقترحات لتفعيل هذه المشاركة، وقد استخدمت الدراسة المنهج الوصفي من خلال بناء استبانة ذات ثلاثة محاور هي على التوالي (الواقع، المعوقات، المقترحات)، والتي طُبقت على عينة عشوائية من مديري مؤسسات القطاع الخاص بمحافظات السلطنة، والعاملين في قطاع التربية الخاصة بوزارة التربية والتعليم بمحافظات السلطنة، وجاءت أبرز نتائج الدراسة كالتالي: - يشارك القطاع الخاص في تمويل مؤسسات التربية الخاصة بالمجتمع العماني بدرجة متوسطة. - يساهم القطاع الخاص في تقديم البرامج التدريبية المناسبة للقيادات وإدارات وموظفي مؤسسات التربية الخاصة بدرجة قليلة. - أهم معوقات المشاركة أنه لا يوجد دليل لدى القطاع الخاص يوضح أنواع التمويل التي تُقدم لمؤسسات التربية الخاصة. كما خرجت الدراسة بتوصيات أهمها: - دعوة مؤسسات القطاع الخاص للمساهمة في الأنشطة والبرامج التعليمية لذوي الإعاقة. - فرض القوانين الملزمة للشركات المحلية لحثها على تقديم التدريب اللازم لذوي الإعاقة وتوفير الفرص الملائمة لهم. - تفويض الصلاحيات اللازمة لمسؤولي مؤسسات التربية الخاصة للاتصال بالقطاع الخاص وذلك ضمن إجراءات محددة وواضحة من قِبل الوزارة، مع إنشاء نظام مساءلة يتسم بالوضوح والشفافية على مستوى السلطنة.
The current study aimed to expose the reality and obstacles of private sector participation in financing private education institutions in the Sultanate of Oman, and then come up with proposals to activate this participation. The study used the descriptive approach by building a survey with three domains respectively: (reality, obstacles, and proposals). The survey was applied to a random sample of directors of private sector institutions in the governorates of the Sultanate, and employees in the special education sector of the Ministry of Education. The most prominent results of the study were: - The private sector has been participating in financing private education institutions for the Omani society in a moderate degree. - The private sector contributed to providing appropriate training programs for departments' leaders and employees of special education institutions in a low degree. - The most important obstacle to participation was the absence of evidences in the private sector indicating the types of finance provided to special education institutions. The study also came out with recommendations, the most important of which were: - Inviting the private sector institutions to contribute to educational activities and programs for people with disabilities. - Imposing binding laws for local companies to urge them to provide the necessary training and appropriate opportunities for people with disabilities. - Delegating the necessary authorities to the officials of special education institutions to contact the private sector within Ministerial specific and clear procedures, besides establishing a clear accountability system at the national level.
