المستخلص: Since its independence, Morocco has been engaged in the process of the decentralization which résides in the emergence of regionalization in the 1970s. This mecanism was reinforced by the constitutional reform of 2011. It is considered as a true charter of the freedoms, the human rights and the cornerstone of the rule of law. In this perspective and after various dysfunctions such as the problem which is linked to Moroccan Sahara, regional and social disparities. Forthermore, it was imperative to adopt an advanced regionalization based on the involvement of the citizens in the elaboration of development projects which places the satisfaction of these ones at the centre of its concern. In this sense, in order to modernize territorial management, the territorial approach has established itself as a new mode of management which challenges the ascending hierarchy and promotes the participation of all local actors. In this case, the new territorial public management is a philosophy that has influenced public action throughout the world. This is a new approach which has caught the attention of public actors with a view to advancing their missions by integrating private sector systems and which has allowed them to better understand the results obtained by those in chargé of the public sphere. This study aims to shed light and try to understand the role of the modern earthy approach by identifying the features of the earthy measure and highlighting the importance of its mechanisms and the extent to which they contribute to the establishment of an effective new pattern in earthy governance.

Depuis son indépendance, le Maroc s'est engagé dans un processus de décentralisation qui se manifeste par l'émergence de la régionalisation dans les années 1970. Ce mécanisme a été renforcé par la réforme constitutionnelle de 2011, considérée comme une véritable charte des libertés, des droits de l'homme, et la pierre angulaire de l'État de droit. Dans cette perspective, et face à divers dysfonctionnements tels que le problème lié au Sahara marocain, ainsi que les disparités régionales et sociales, il était impératif d'adopter une régionalisation avancée basée sur l'implication des citoyens dans l'élaboration des projets de développement, plaçant leur satisfaction au centre des préoccupations. Dans ce contexte, afin de moderniser la gestion territoriale, l'approche territoriale s'est imposée comme un nouveau mode de gestion qui remet en question la hiérarchie ascendante et favorise la participation de tous les acteurs locaux. Ainsi, la nouvelle gestion publique territoriale est une philosophie ayant influencé l'action publique à travers le monde. Cette nouvelle approche a attiré l'attention des acteurs publics en vue de faire avancer leurs missions en intégrant les systèmes du secteur privé, ce qui leur a permis de mieux comprendre les résultats obtenus par ceux en charge de la sphère publique. Cette étude vise à éclairer et à essayer de comprendre les déterminants de l'approche territoriale moderne en identifiant les caractéristiques de cette mesure et en soulignant l'importance de ses mécanismes, ainsi que la mesure dans laquelle ils contribuent à l'établissement d'un nouveau modèle efficace de gouvernance territoriale.
