|a تقوم المنظمات الدولية غير الحكومية بالعمل على مستوى العالم، وتتخذ تدابير لمساعدة الناس والمجتمعات المتأثرة بالمشكلات المختلفة، وكذلك للتأثير على السياسات واتخاذ القرارات على المستوى الدولي. تعتمد هذه المنظمات عادة على التبرعات والتمويل من القطاع الخاص والمجتمع المدني لتنفيذ برامجها ومشاريعها. وهي هيئات مستقلة تعمل على مستوى دولي دون تبعية لأي حكومة. تعمل هذه المنظمات على مجموعة متنوعة من القضايا والمشكلات الاجتماعية والبيئية والاقتصادية والصحية والتعليمية، وتعمل على تحقيق أهدافها من خلال العمل الميداني والتوعية والضغط السياسي والعمل الإنساني. تشمل المنظمات الدولية غير الحكومية مجموعة واسعة من المنظمات، بما في ذلك المنظمات الخيرية، والمؤسسات الدينية، والمنظمات البيئية، والمنظمات الإنسانية، والمنظمات الطبية، والمنظمات الثقافية، والمؤسسات العلمية، والمنظمات الحقوقية، والمنظمات النسوية، والمنظمات التعليمية، وغيرها الكثير. وتكمن مشكلة البحث في تحديد الدور الذي تلعبه المنظمات الدولية غير الحكومية في حماية اللاجئين، وقد اخترنا إحداها كنموذج للدراسة وهي اللجنة الدولية للصليب الأحمر. ولقد اتبعت في هذا البحث المنهج الوصفي هو أحد أساليب البحث العلمي
|b International NGOs work globally, taking measures to help people and communities affected by various problems, as well as to influence policies and decision-making at the international level. These organizations typically rely on donations and funding from the private sector and civil society to implement their programs and projects. They are independent bodies operating at an international level without subordination to any Government. These organizations work on a variety of social, environmental, economic, health and educational issues and problems, and work to achieve their goals through fieldwork, awareness, political pressure and humanitarian work. International NGOs include a wide range of organizations, including charitable organizations, religious institutions, environmental organizations, humanitarian organizations, medical organizations, cultural organizations, scientific institutions, human rights organizations, feminist organizations, educational organizations, and many others. The problem of the research lies in determining the role played by international non-governmental organizations in the protection of refugees, and we have chosen one of them as a model for the study, which is the International Committee of the Red Cross.
