|a يتناول هذا البحث دراسة الحوار السياسي من المنظور الإسلامي، وضوابط تقويمه وشروط ترشيده، فالحوار السياسي في وقتنا الحالي حوار مهم جدا؛ وذلك لأن غياب هذا الحوار في الوقت الحالي سبب العديد من المشاكل السياسية، خصوصا في بلداننا الإسلامية التي تعاني من حروب أهلية بالإضافة إلى حروب خارجية؛ نتيجة لغياب هذا الحوار، ففي السابق عندما كان هناك حوار سياسي وشورى كانت الأمة الإسلامية بأكملها على يد واحدة وقوية جدا، وعند ابتعادها عن الشورى وانفراد أصحاب السلطة باتخاذ القرارات، تدهورت الحضارة الإسلامية وتفككت وانتشر الظلم والاستبداد فيها، وأصبحت الحضارة الإسلامية حضارة خاضعة ومقلدة للغرب، لذلك استهدف البحث ذكر وتفسير ماهية الحوار السياسي وما دليل مشروعيته، بالإضافة إلى تحليل دور الحوار السياسي في نظام الحكم في الإسلام، وتفسير الحوار السياسي مع الآخر، وذكر أبعاده وضوابطه ومجالاته، بالإضافة إلى معرفة دور أهم العلماء المسلمين الذين عملوا وأكدوا على ضرورة الاستفادة من الآخر، موظفة المنهج التاريخي التحليلي، وتوصل البحث إلى أن الحوار الإسلامي السياسي هو حوار مهم جدا ويجب أن يبتدئ من داخل الدول الإسلامية أولا؛ لأن قوة الحوار الداخلي يعطي الدولة قوة لمواجهة الحوار الخارجي، كما أن نظام الحكم القائم على الشورى والإمامة هو النظام الأمثل في الحكم.
|b This research studies the political dialogue from an Islamic perspective, the controls for its evaluation and the conditions for its rationalization. Political dialogue in our current time is a very important dialogue; because the absence of this dialogue at the present time has caused many political problems, particularly in our Islamic countries that suffer from civil wars and external wars In the past when there was political dialogue and shura, the entire Islamic nation was united and very strong, and when it deserted shura and the people of power monopolized decision-making, Islamic civilization deteriorated and disintegrated, and injustice and tyranny spread in it, and Islamic civilization became a civilization subject to and imitating the West. Therefore, the research aimed to mention and explain the nature of political dialogue and the evidence of its legitimacy, and to analyze the role of political dialogue in the system of government in Islam, and to explain political dialogue with others, and to mention its dimensions, controls and areas, and to know the role of the most important Muslim scholars who worked and emphasized the necessity of benefiting from others. The researcher employs the historical analytical methodology. The research concluded that Islamic political dialogue is very important and must be implemented within Islamic countries first; because the strength of internal dialogue gives the state the strength to confront external dialogue, and the system of government which is based on shura in consolidation with the ruler is the best.
