هدفت الدراسة إلى بناء تصور مقترح لتطوير السياسة التربوية بدولة الكويت، في ضوء خبرات بعض الدول المتقدمة تعليميا، والتعرف على آليات تخطيط وبناء السياسة التربوية بدولة الكويت، والكشف عن ملامح السياسة التربوية ومرتكزاتها بدولة الكويت، وعرض أوجه الاستفادة من بعض الخبرات الناجحة في تخطيط السياسات التربوية وتنفيذها. واعتمدت الدراسة على المنهج الوصفي لتحليل السياسات التربوية وتم الاعتماد على أسلوب تحليل المحتوى وتمثل مجتمع الدراسة في الأدب النظري، وجميع الوثائق الرسمية الصادرة عن دولة الكويت، والمتعلقة بالسياسة التربوية والتعليمية بالبلاد، والدراسات والأدب النظري المتعلق بهذا الموضوع في بعض الدول المتقدمة تعليميا؛ وهي في هذه الدراسة (فنلندا، والولايات المتحدة الأمريكية، وسنغافورة)، وجاءت عينة الدراسة لتشمل الوثائق الرسمية التي استطاع الباحثون الوصول إليها، والخاصة بالسياسات التعليمية في الكويت، وفنلندا، والولايات المتحدة الأمريكية، وسنغافورة. وتوصلت الدراسة إلى تصور مقترح لتطوير السياسة التعليمية بالكويت اشتمل على خطوات إعداد التصور ورؤية التصور المقترح وفلسفته وأهدافه وأسسه ومنطلقاته والمستفيدون منه وإجراءات تطبيقه ومتطلبات تطبيقه والجهات المسؤولة عن التطبيق واختصاص كل جهة ثم تحديد محتوى التصور وانتهى التصور بتوقع بعض الصعوبات اثناء التنفيذ وسبل التغلب عليها. وخرجت الدراسة بعدد من التوصيات منها ضرورة الاستعانة الدورية ببيوت الخبرة العالمية في مجال تخطيط وصياغة السياسات التعليمية، والجدية في تنفيذ التصور المقترح لتطوير السياسة التعليمية؛ ليكون خريطة طريق نحو كويت جديدة.
The study aimed to develop a proposed vision for developing the educational policy in the State of Kuwait. It sought to achieve this by examining the experiences of educationally advanced countries like Finland, the United States, and Singapore. The study also aimed to understand the mechanisms of educational policy planning and implementation in Kuwait, and to identify the key features and foundations of Kuwait's current educational policy. The study adopted a descriptive approach to analyze educational policies in some educationally advanced foreign countries. Content analysis was utilized, and the study population consisted of theoretical literature, all official documents issued by the State of Kuwait related to educational and pedagogical policies in the country, as well as studies and theoretical literature related to this topic in some educationally advanced countries, namely (Finland, the United States of America, and Singapore). The study sample included the official documents that the researchers were able to access, specifically those related to educational policies in Kuwait, Finland, the United States of America, and Singapore." The study resulted in a proposed vision for developing Kuwait's educational policy. This vision included steps for preparation, philosophy, goals, foundations, beneficiaries, implementation procedures, and the responsible authorities. The vision also anticipated potential challenges during implementation and suggested solutions. The study concluded with several recommendations, including the need to regularly consult with international experts in educational policy planning and the importance of seriously implementing the proposed vision to create a new roadmap for Kuwait.
