المستخلص: هدفت الدراسة إلى بناء تصور مقترح للشراكات الدولية لتحقيق التنافسية في تدويل التعليم العالي.، واستخدمت الباحثة المنهج الوصفي المسحي، تكون مجتمع الدراسة من القادة الأكاديميين في أربع جامعات سعودية هي (جامعة أم القرى، جامعة الملك سعود، جامعة الملك عبد العزيز، جامعة الإمام محمد بن سعود الإسلامية)، والبالغ عددهم ١٤٦ قيادي، وتم اختيار عينة عشوائية منهم، بلغ عددهم (٣١٧) قياديا، واستخدمت الاستبانة كأداة لجمع المعلومات.، وكانت أهم نتائج الدراسة أن درجة توافر جميع مجالات الشراكات الدولية في التعليم العالي بالمملكة العربية السعودية جاءت بدرجة (متوسطة)، وبمتوسط حسابي عام بلغ (٢.٨٨ من ٥.٠٠)، وأن درجة توافر جميع أبعاد محور تدويل التعليم العالي بالمملكة العربية السعودية جاءت بدرجة (ضعيفة) بشكل عام، وبمتوسط حسابي عام بلغ (٥.٠٠ من ٢.٥٨)، وأن درجة توافر جميع مجالات الشراكات الدولية تسهم فيما يقرب من 72% من تحقيق التنافسية في تدويل التعليم العالي بالمملكة العربية السعودية، أن استجابات أفراد عينة الدراسة نحو المعوقات التي تواجه الشراكات الدولية لتحقيق التنافسية في تدويل التعليم العالي بالمملكة العربية السعودية من وجهة نظر القيادات الأكاديمية جاءت بدرجة كبيرة. بالإضافة إلى وجود فروق ذات دلالة إحصائية عند مستوى α ≤ 0.05 بين استجابات أفراد العينة حول تقديرهم لمتغيري مستوى الشراكات الدولية في التعليم العالي، ومستوى تنافسية تدويل التعليم العالي، باختلاف متغير الدرجة العلمية لصالح أفراد عينة الدراسة من الأساتذة. وباختلاف متغير الجامعة لصالح (جامعة الملك سعود، وجامعة الملك عبد العزيز)، وباختلاف متغير الخبرة لصالح ذوي الخبرة الواسعة في الشراكات الدولية. وأهم توصيات الدراسة: أن تتبنى الجامعات السعودية تطبيق التصور المقترح للشراكات الدولية لتحقيق تنافسية تدويل التعليم العالي بفاعلية من خلال وضع الأهداف الاستراتيجية لبناء التوجهات الدولية داخل الأنظمة واللوائح والتشريعات المحلية مع التركيز على مجالات الشراكات الدولية: إداريا، وأكاديميا، وبشريا وماديا.

Objective of the Study: The study aimed to build a conceptualization for the international partnerships to achieve competitiveness in internationalization of higher education. Study Methodology: The study used the descriptive survey method. Study population and sample: The study population consists of academic leaders in four Saudi universities, which are: Umm Al-Qura University, King Saud University, King Abdul Aziz University, and Imam Muhammad bin Saud Islamic University. Who are their number 0641 academic leaders for the current year (2021 - 2022) about 317 leaders, has been randomly selected as a sample for the study. Study tool: A questionnaire is used for collecting the data. The most important results of the Study: the study has concluded that the degree of availability of all areas of international partnerships in higher education of Kingdom of Saudi Arabia came with a score of (medium), with an overall arithmetic average of (2.58 out of 5.00), and that the degree of availability of all dimensions of the axis of internationalization of higher education of Kingdom of Saudi Arabia came with a score of (weak) in general, and an overall arithmetic average of (2.58 out of 5.00), the degree of availability of all areas of international partnerships contributes to approximately of achieving competitiveness in the internationalization of higher education of Kingdom of Saudi Arabia, and that the responses of the study sample to the obstacles facing international partnerships to achieve competitiveness in the internationalization of higher education of Kingdom of Saudi Arabia from the point of view of academic leaders came to a large extent. In addition, there are statistically significant differences at the level of α ≤ 0.05) between the responses of the sample members about their assessment of the two variables of the level of international partnerships of higher education, and the level of competitiveness of the internationalization of higher education, according to the variable of scientific degree in favour of the members of professors. The university variable varies in favour of (King Saud University, King Abdulaziz university) and for the variable of experience in favour of those with extensive experience in international partnerships. Recommendations of the Study: The study has recommended that the Saudi universities should efficiently apply the proposed perspective of international partnerships to achieve competitiveness in internationalization of higher education. Which should be applied through establishing strategic goals to follow the international perspectives while formulating the national laws and systems focusing on the international partnership administratively, academically, humanity, and financially.
